Inflation\u00a0<a class=\"css-1h1us5y-StyledLink el06won0\" href=\"https:\/\/www.wsj.com\/world\/russia\/putin-russia-runaway-inflation-9e9fb3bd?mod=article_inline\" rel=\"\" data-type=\"link\">is soaring<\/a>, and President\u00a0<a class=\"css-1h1us5y-StyledLink el06won0\" href=\"https:\/\/www.wsj.com\/topics\/person\/vladimir-putin\" data-type=\"person\">Vladimir Putin<\/a>\u00a0told the Russian people this week that there isn\u2019t any reason to panic.<\/p>\n<div class=\"paywall css-1u1nl00-PaywalledContentContainer e1qcjy9n0\">\n<p class=\"css-k3zb6l-Paragraph e1e4oisd0\" data-type=\"paragraph\">The catalyst for the change in economic fortunes was a decision by the Biden administration\u00a0<a class=\"css-1h1us5y-StyledLink el06won0\" href=\"https:\/\/www.wsj.com\/articles\/u-s-sanctions-gazprombank-dozens-of-other-russian-institutions-157437a9?mod=article_inline\" rel=\"\" data-type=\"link\">to ratchet up sanctions<\/a>\u00a0on Russia\u2019s\u00a0Gazprombank, the last major unsanctioned bank that Moscow uses to pay soldiers and process trade transactions, as well as more than 50 other financial institutions.<\/p>\n<\/div>\n<\/blockquote>\n<p data-type=\"paragraph\">While official statistics have certainly depicted a surprisingly resilient Russian economy, there are definitely questions regarding it\u2019s true strength (remembering that \u201cPotemkin village\u201d is a term originating from that country). First the plunge in the ruble indicates the tradeoff that is being made between defending the currency, staunching inflation and keeping the economy growing.<\/p>\n<p data-type=\"paragraph\"><a href=\"https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24.png\"><img fetchpriority=\"high\" fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-54787\" src=\"https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24.png\" alt=\"\" width=\"1200\" height=\"832\" srcset=\"https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24.png 1200w, https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24-300x208.png 300w, https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24-1024x710.png 1024w, https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24-768x532.png 768w, https:\/\/econbrowser.com\/wp-content\/uploads\/2024\/11\/usdrub_cur_29nov24-624x433.png 624w\" sizes=\"(max-width: 1200px) 100vw, 1200px\"\/><\/a><\/p>\n<p data-type=\"paragraph\"><a href=\"https:\/\/www.bofit.fi\/en\/monitoring\/weekly\/2024\/vw202447_1\/\">Bofit, a week ago<\/a>, highlighted the deceleration in y\/y growth:<\/p>\n<blockquote>\n<p data-type=\"paragraph\"><span style=\"font-size: 1.14286rem;font-style: italic\">Russian GDP growth slowed significantly in the third quarter<\/span><\/p>\n<p>Rosstat\u2019s preliminary estimate puts Russian GDP growth in July-September at 3.1\u00a0% y-o-y. GDP growth has slowed significantly this autumn. All core sectors have shown weaker growth in recent months compared to the first half of this year.<\/p>\n<p>The slowdown in GDP growth has largely been driven by pressures from the mining &amp; quarrying and construction sectors. On-year output of mineral extraction industries (includes oil &amp; gas) has fallen in recent months, while on-year growth in construction is practically zero. Agricultural output also contracted in the third quarter. GDP growth has still been supported by manufacturing and retail sales, but growth has slowed also in these branches. Source: IMF October 2024 WEO, <a href=\"https:\/\/milex.sipri.org\/sipri\">SIPRI database<\/a>, <a href=\"https:\/\/www.sipri.org\/media\/press-release\/2023\/russias-new-budget-law-signals-determination-see-war-ukraine-through-according-new-sipri-analysis\">SIPRI<\/a>, <a href=\"https:\/\/www.hhs.se\/en\/about-us\/news\/site-publications\/2024\/russias-economic-imbalances\/\">SITE<\/a> (Figure 26), and author\u2019s calculations.<\/em><\/p>\n<p>The strong growth looks less strong when deducting outright military expenditures (note that capital costs associated with defense spending, along with other internal security operations, would not be included in SIPRI\u2019s estimates of military expenditures).<\/p>\n<p>In addition, the Stockholm Institute of Transition Economies, in it\u2019s <a href=\"https:\/\/www.hhs.se\/en\/about-us\/news\/site-publications\/2024\/russias-economic-imbalances\/\">recent report on the Russian econom<\/a>y, provides several alternative estimates of Russian GDP growth.
