{"id":259304,"date":"2024-09-11T09:50:52","date_gmt":"2024-09-11T09:50:52","guid":{"rendered":"https:\/\/michigandigitalnews.com\/index.php\/2024\/09\/11\/chinas-no-longer-the-undisputed-leader-for-fdi-says-the-european-chamber-of-commerce-in-china\/"},"modified":"2025-06-25T17:11:23","modified_gmt":"2025-06-25T17:11:23","slug":"chinas-no-longer-the-undisputed-leader-for-fdi-says-the-european-chamber-of-commerce-in-china","status":"publish","type":"post","link":"https:\/\/michigandigitalnews.com\/index.php\/2024\/09\/11\/chinas-no-longer-the-undisputed-leader-for-fdi-says-the-european-chamber-of-commerce-in-china\/","title":{"rendered":"China&#8217;s no longer the &#8216;undisputed leader&#8217; for FDI says the European Chamber of Commerce in China"},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/09\/GettyImages-2171214221-e1726044704523.jpg?w=2048\" \/><\/p>\n<p>China continues to be a huge market for many companies, but market access <a href=\"https:\/\/fortune.com\/asia\/2024\/03\/20\/china-uncertainty-draconian-regulations-drastically-raised-risks-foreign-businesses-european-business-group\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/asia\/2024\/03\/20\/china-uncertainty-draconian-regulations-drastically-raised-risks-foreign-businesses-european-business-group\/\" rel=\"noopener\">barriers<\/a>, tepid domestic <a href=\"https:\/\/fortune.com\/2024\/09\/09\/china-economy-deflation-consumer-inflation-price-wage-spiral\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/09\/09\/china-economy-deflation-consumer-inflation-price-wage-spiral\/\" rel=\"noopener\">consumption<\/a>, and a more politicized business <a href=\"https:\/\/fortune.com\/2024\/02\/02\/china-us-geopolitical-tensions-business-economic-rivalry-supply-chains\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/02\/02\/china-us-geopolitical-tensions-business-economic-rivalry-supply-chains\/\" rel=\"noopener\">environment<\/a> mean companies are looking at \u201cdefensive\u201d investments as opposed to new investments, according to the European Union Chamber of Commerce in China.<\/p>\n<div>\n<p>An annual <a href=\"https:\/\/www.europeanchamber.com.cn\/en\/publications-position-paper\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.europeanchamber.com.cn\/en\/publications-position-paper\" rel=\"noopener\">report<\/a> highlighting the position of European companies in China published Wednesday said the sentiment among companies and shareholders is that the returns on China investments no longer outweigh the risks of operating in the world\u2019s second largest economy.<\/p>\n<p>Market access and regulatory barriers have seen companies lose business, said Jens Eskelund, the president of the EU Chamber of Commerce in China, at a media briefing on Wednesday. National security concerns coupled with geopolitics have created a lack of regulatory predictability that is also hampering businesses\u2019 ability to conduct business efficiently in China.<\/p>\n<p>This in turn has led businesses to focus on \u201cdefensive\u201d investments geared towards China-specific value chains, such as separate data storage systems for China and enhancing compliance capacity. The chamber said these sorts of investments won\u2019t create jobs as they\u2019re not geared towards developing market share in the country.<\/p>\n<p>\u201cWe are concerned about there being a tipping point now,\u201d Eskelund warned.<\/p>\n<p>Some of the issues related to market access or regulation are not new and foreign businesses have long complained about them, but rapid economic growth before the COVID pandemic meant many companies found the benefits of investing in China overwhelmed the difficulties in doing so. However, slower growth post-pandemic\u00a0has changed the calculus about the Chinese market for some companies.<\/p>\n<p>Eskelund said before the pandemic China was the world\u2019s \u201cundisputed leader\u201d in terms of attracting foreign direct investment but that has changed and countries like India and Indonesia have now replaced China as top destinations, and even smaller countries like Malaysia are able to compete with China for FDI.<\/p>\n<h2 class=\"wp-block-heading\">Falling FDI<\/h2>\n<p>Inbound foreign direct investment to China dropped 29% year-on-year for the first six months this year, the chamber said. It added that the volume of investments into China by EU and U.S. firms is about half that of a decade ago, and smaller multinational firms and small and medium sized enterprises are choosing to invest elsewhere.\u00a0<\/p>\n<p>The chamber proposed it was time for \u201cmore action\u201d and not more \u201caction plans\u201d.<\/p>\n<p>It said foreign businesses had been looking towards the recent <a href=\"https:\/\/fortune.com\/asia\/2024\/07\/19\/beijing-support-high-quality-development-slower-growth-real-estate-third-plenum-economy-china\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/asia\/2024\/07\/19\/beijing-support-high-quality-development-slower-growth-real-estate-third-plenum-economy-china\/\" rel=\"noopener\">third plenum<\/a> in July for signs that Beijing would address some of their concerns, but instead of developing policies aimed at boosting consumption or continued economic opening, Beijing opted to double down on manufacturing to drive China\u2019s growth. The third plenum is held once every five years and it maps out the general direction of China\u2019s long-term economic and social policies.<\/p>\n<h2 class=\"wp-block-heading\">Excess capacity accusations<\/h2>\n<p>Western governments have accused China of fueling <a href=\"https:\/\/fortune.com\/asia\/2024\/04\/08\/us-china-spat-chinese-overcapacity-existential-threat-auto-solar\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/asia\/2024\/04\/08\/us-china-spat-chinese-overcapacity-existential-threat-auto-solar\/\" rel=\"noopener\">overcapacity<\/a>, where manufacturing output exceeds demand, in turn leading to artificially low prices. Eskelund said 42% of the chamber\u2019s members have told the chamber they are suffering from the overcapacity issue. The chamber has a membership of 1,700 companies.<\/p>\n<p>Eskelund said continued investment in manufacturing coupled with weak domestic demand will also lead to persistent trade friction, as products that cannot be offloaded in China will end up going abroad.<\/p>\n<p>The chamber called on Beijing to ensure a rational balance between supply and demand, and to look at measures aimed at creating more domestic demand.
