More than 10,000 people have already applied ahead of the Aug. 27 deadline.<\/p>\n<p>The overwhelming demand underscores the city\u2019s housing crisis, with the biggest\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-02-09\/nyc-s-priciest-apartments-hit-lowest-vacancy-since-the-mid-90s\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2024-02-09\/nyc-s-priciest-apartments-hit-lowest-vacancy-since-the-mid-90s\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">shortage in over five decades<\/a>\u00a0amid sky-high rents and an influx of immigrants that\u2019s filled city shelters. The raffles, run by the Department of Housing Preservation and Development, placed a record 9,550 households into affordable units in the past fiscal year.\u00a0<a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/050-24\/mayor-adams-record-number-affordable-homes-created-2023-makes-urgent-case-for#\/0\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/050-24\/mayor-adams-record-number-affordable-homes-created-2023-makes-urgent-case-for#\/0\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">Mayor Eric Adams<\/a>\u00a0is also pushing to encourage\u00a0<a href=\"https:\/\/www.nyc.gov\/site\/planning\/plans\/city-of-yes\/city-of-yes-housing-opportunity.page\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nyc.gov\/site\/planning\/plans\/city-of-yes\/city-of-yes-housing-opportunity.page\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">more residential construction<\/a>\u00a0and recently used rezoning to pave the way for 7,000 new homes in the Bronx.<\/p>\n<p>The Upper West Side building \u2014 on West 80th Street \u2014 is one block from both the American Museum of Natural History and gourmet market Zabar\u2019s, and two blocks from the subway. It\u2019s a few doors down from The Orleans, where a four-bedroom condo was recently priced at<a href=\"https:\/\/www.cityrealty.com\/nyc\/broadway-corridor\/the-orleans-100-west-80th-street\/floorplans\/8606\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cityrealty.com\/nyc\/broadway-corridor\/the-orleans-100-west-80th-street\/floorplans\/8606\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">\u00a0$7.8 million<\/a>, while some cheaper options include a studio for nearly<a href=\"https:\/\/streeteasy.com\/building\/102-west-80-street-new_york\/44?from_map=1\" target=\"_blank\" aria-label=\"Go to https:\/\/streeteasy.com\/building\/102-west-80-street-new_york\/44?from_map=1\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">\u00a0half a million dollars.<\/a><\/p>\n<p>\u201cIt seems too good to be true,\u201d said Ruth Miller, a retired head of a foundation who walked by the building to check it out recently. She wants her 31-year-old daughter \u2014 who moved back home as rents rose \u2014 to apply to the lottery. \u201cThis is almost what I bought my house for in 1991.\u201d<\/p>\n<p>The raffles, administered by\u00a0<a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/attachment-h-1c-required-documents.page\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/attachment-h-1c-required-documents.page\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">NYC Housing Connect<\/a>, allows those who meet income requirements to apply once per development. Buildings in the lottery program include properties built on city-owned land or units built using affordable housing subsidies or tax exemptions.<\/p>\n<p>For the building on West 80th Street, households of two people with a combined income of no more than $149,160 are eligible; three people earning no more than $167,760 could apply for a one-bedroom unit. The apartment must be the buyer\u2019s primary residence, down payments of 5% are required, and there are restrictions on resales.<\/p>\n<p>The price works out to as little as $340 per square foot, a bargain not only in Manhattan but also in cities like Austin, Texas, where the median market value of downtown homes is $738 per square foot, and in Santa Monica, California, where the median in one ZIP code is $862 per square foot, according to <a href=\"https:\/\/fortune.com\/company\/zillow-group\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/zillow-group\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">Zillow<\/a> estimates.<\/p>\n<p>The city is also raffling homes in other tony neighborhoods like\u00a0<a href=\"https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/5064\" target=\"_blank\" aria-label=\"Go to https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/5064\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">Hudson Yards<\/a>, one of the most expensive in Manhattan, including more than 100 rental units in a 46-story tower at 550 10th Ave. that has 20,000 square feet of amenities like a sky lounge and a fitness club. Two-bedroom units are $3,861 a month for families of four earning no more than $194,125.\u00a0<\/p>\n<p>Buildings in\u00a0<a href=\"https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/4936\" target=\"_blank\" aria-label=\"Go to https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/4936\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">Astoria<\/a>, Queens, and the\u00a0<a href=\"https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/4761\" target=\"_blank\" aria-label=\"Go to https:\/\/housingconnect.nyc.gov\/PublicWeb\/details\/4761\" rel=\"noreferrer noopener\" class=\"sc-93594058-0 fowfrQ\">Upper East Side<\/a>\u00a0of Manhattan are also participating.\u00a0<\/p>\n<\/div>\n<div data-cy=\"subscriptionPlea\"><strong>Recommended Newsletter: <\/strong>High-level insights for high-powered executives.
