Changing workplace dynamics, with more women enjoying meaningful careers, also push back the average age for couples to have their first child.\u00a0<\/p>\n<p>Immigration is regarded as the <a href=\"https:\/\/fortune.com\/europe\/2024\/05\/04\/think-about-europe-but-everything-a-little-worse-the-u-k-economy-could-stare-down-long-term-irrelevance-without-immigration\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/europe\/2024\/05\/04\/think-about-europe-but-everything-a-little-worse-the-u-k-economy-could-stare-down-long-term-irrelevance-without-immigration\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">most realistic way<\/a> of maintaining an optimal average population age, but that has become highly politically contentious since the global financial crash.\u00a0<\/p>\n<h2 class=\"wp-block-heading\">Hungary\u2019s fight to increase childbirth<\/h2>\n<p>Hungary is particularly sensitive to immigration, which Orb\u00e1n has repeatedly argued would harm the country\u2019s cultural fabric. From 2025, immigrants from non-EU countries will have to pass a <a href=\"https:\/\/www.fragomen.com\/insights\/hungary-new-cultural-exam-requirement-for-renewals.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.fragomen.com\/insights\/hungary-new-cultural-exam-requirement-for-renewals.html\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">Hungarian history and culture test<\/a> to become residents of the country.\u00a0<\/p>\n<p>Instead, it is championing the classic populist policy of increased childbirth among natives.<\/p>\n<p>\u201cWe do not need numbers, but Hungarian children,\u201d Orb\u00e1n said in his State of the Nation address in 2019 as he rolled out childbirth incentives.<\/p>\n<p>To do so, Hungary is offering weighty financial incentives to up appearances in its hospital\u2019s midwifery units.\u00a0<\/p>\n<p>In 2019, Hungary offered parents a \u20ac30,000 interest-free <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-47192612\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bbc.co.uk\/news\/world-europe-47192612\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">loan<\/a> to spend on anything they wanted. The loan would be forgiven if they had three children.\u00a0<\/p>\n<p>Mothers of four children or more are exempt from paying income taxes under Orb\u00e1n\u2019s policy, which could be extended to those with fewer children.<\/p>\n<p>Hungary\u2019s birth rate rose through the 2010s, rising from a record low of 1.25 in 2011 to 1.61 in 2021. But in recent years, growth has halted. In June, Hungary registered a record-low number of 6,000 births.\u00a0<\/p>\n<p>Wolfgang Lutz, founding director of the Wittgenstein Centre for Demography and Global Human Capital in Vienna, told the <a href=\"https:\/\/www.ft.com\/content\/3ea257fd-e8ef-4f05-9b89-c9a03ea72af5\" target=\"_blank\" aria-label=\"Go to https:\/\/www.ft.com\/content\/3ea257fd-e8ef-4f05-9b89-c9a03ea72af5\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\"><em>Financial Times<\/em><\/a><em> <\/em>that the policies had merely pushed forward births among women who had intended to have children at some stage in their lives anyway.\u00a0<\/p>\n<p>Those on lower incomes complained to the publication that the subsidies weren\u2019t adequate to incentivize having more children, which became increasingly expensive to manage more children. The removal of income tax does little for self-employed workers, for example.<\/p>\n<p>Permeating the debate has been an encouragement for the growth of \u201ctraditional,\u201d heterosexual family units.\u00a0<\/p>\n<p>Hungary\u2019s policies are focused on incentives for new mothers, while in 2021 the country introduced laws that banned LGBT content from being shown in schools, something the U.S. and EU labeled as <a href=\"https:\/\/www.cbsnews.com\/news\/hungary-ban-promotion-homosexuality-minors-us-eu-condemn\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cbsnews.com\/news\/hungary-ban-promotion-homosexuality-minors-us-eu-condemn\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">\u201cdiscriminatory.\u201d<\/a>\u00a0<\/p>\n<h2 class=\"wp-block-heading\">Populist swing<\/h2>\n<p>Increasing childbirth has long been a critical policy anchor of right-leaning populist governments, allowing them to solidify their stance as self-proclaimed protectors of traditional family values while offering them an anti-immigration platform.\u00a0<\/p>\n<p>While Orb\u00e1n\u2019s birthing policy looks to be on the ropes, the playbook does have one high profile proponent: U.S. Republican vice presidential candidate J.D. Vance.<\/p>\n<p>Vance suggested in 2021 that Americans with children should get more votes than their childless peers. While on the campaign trail at the same time, Vance also hailed Orb\u00e1n\u2019s push for more births.<\/p>\n<p>\u201cViktor Orb\u00e1n, who is, of course, the bugaboo of nearly every liberal in the mainstream American media, has implemented a couple of policies that I think are really interesting.<\/p>\n<p>\u201cThey offer loans to new married couples that are forgiven at some point later if those couples eventually stay together and have children. Why can\u2019t we do that here?
