Historically, presidents from both parties have agreed to <a href=\"https:\/\/fortune.com\/2024\/08\/02\/september-fed-rate-cut-stock-market-down\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/02\/september-fed-rate-cut-stock-market-down\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">maintain the Fed\u2019s independence<\/a>. <\/p>\n<p>But the Republican nominees of 2024 are <a href=\"https:\/\/fortune.com\/2024\/08\/01\/donald-trump-fed-rate-jerome-powell\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/01\/donald-trump-fed-rate-jerome-powell\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">determined to bring the question back to the table<\/a>.<\/p>\n<p>Former President Trump raised eyebrows on the campaign trail by dropping not-so-subtle hints about when he wants Fed chairman Jerome Powell to drop the base rate. These hints suggest that the chairman\u2019s tenure could be on the line if Powell\u2019s decision doesn\u2019t go Trump\u2019s way.<\/p>\n<p>Trump\u2019s running mate, Senator Vance of Ohio, backed this call, arguing that monetary policy\u2014which includes interest rates\u2014should \u201cfundamentally be a political decision.\u201d<\/p>\n<p>This would be<span style=\"box-sizing:border-box;margin:0px;padding:0px\">\u2014even by Vance\u2019s own admission\u2014a massive departure from the norm.<\/span><\/p>\n<p>The Fed\u2019s independence has not happened by chance: The organization was specifically designed to be nonpartisan in order to ensure economic stability over the long term, without being pressured into policy decisions by an administration looking for a win to crow about.<\/p>\n<p>Various White House occupants have tried to sway the Fed or <a href=\"https:\/\/fortune.com\/2024\/07\/24\/donald-trump-fed-rate-cuts-wall-street-september\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/07\/24\/donald-trump-fed-rate-cuts-wall-street-september\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">thrown its autonomy into question<\/a>, usually without success. Tension between the Federal Reserve boardroom and the Oval Office was probably <a href=\"https:\/\/fortune.com\/2024\/08\/09\/donald-trump-federal-reserve-independence-interest-rate-policy-inflation\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/09\/donald-trump-federal-reserve-independence-interest-rate-policy-inflation\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">at its worst under the Nixon administration<\/a>. <span style=\"box-sizing:border-box;margin:0px;padding:0px\">It is also a proposal that has been repeatedly\u00a0<a href=\"https:\/\/fortune.com\/2024\/08\/09\/larry-summers-trump-fed-inflation-economy-rates-politics\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/09\/larry-summers-trump-fed-inflation-economy-rates-politics\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">lambasted by economists<\/a>, Wall Street analysts, former Federal Reserve members,<\/span> <a href=\"https:\/\/fortune.com\/2024\/08\/10\/kamala-harris-federal-reserve-independent-monetary-policy-interference-donald-trump\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/10\/kamala-harris-federal-reserve-independent-monetary-policy-interference-donald-trump\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">and fellow politicians.<\/a> <\/p>\n<p>Until this year, Fed independence was a little-discussed issue because of widespread agreement on both the left and right that subsuming the Fed to the interests of the president was simply something <span style=\"box-sizing:border-box;margin:0px;padding:0px\"><a href=\"https:\/\/fortune.com\/2024\/08\/11\/donald-trump-interest-rates-fed-independence-jerome-powell-richard-nixon\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/2024\/08\/11\/donald-trump-interest-rates-fed-independence-jerome-powell-richard-nixon\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">that hasn\u2019t worked particularly well in the past<\/a>.<\/span><\/p>\n<p>But in an interview with <a href=\"https:\/\/www.youtube.com\/watch?v=N7GiUYYJh7w\" target=\"_blank\" aria-label=\"Go to https:\/\/www.youtube.com\/watch?v=N7GiUYYJh7w\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">CNN\u2019s<\/a> Dana Bash released Sunday, Vance said: \u201cAgree or disagree, we should have America\u2019s elected leaders having input about the most important decisions confronting the country.<\/p>\n<p>\u201cIt would be a huge change, but whether the country goes to war, what our interest rates are, these are important questions that American democracy should have important answers for, and I think all President Trump is saying is: \u2018Look, it\u2019s kind of weird that you have so many bureaucrats making so many important decisions.&#8217;\u201d<\/p>\n<p>While Vance attributes Trump\u2019s comments to a commitment to democracy, Trump himself simply said the President should have more influence over the Fed.<\/p>\n<p>Late last week, Trump\u00a0said he should have a say\u00a0because he has \u201cmade a lot of money\u201d and has \u201cbetter instincts\u201d than Powell.<\/p>\n<p>Vance\u2019s position that the Fed is not political <em>enough<\/em> is also at odds with the criticism from his would-be president, who has complained that the Fed is <em>too<\/em> political.<\/p>\n<p>Powell has been keen to detach himself from the debate. \u201cWe\u2019re a nonpolitical agency. We don\u2019t want to be involved in politics in any way,\u201d he said earlier this month.<\/p>\n<h2 class=\"wp-block-heading\">Departure from the global norm<\/h2>\n<p>Across the world, interest rates are largely set by autonomous central banks, usually with the goal of controlling inflation and\/or maximising employment. Every G7 nation, for example, has an independent body deciding its base rate.<\/p>\n<p>But Vance seems keen to break with tradition: \u201cIf the American people don\u2019t like our interest rate policy, they should elect somebody different to change that policy,\u201d he said.<\/p>\n<p>The risk of changing interest rates via an election is that, during a period of inflation, with prices rising, the public might refuse to vote to make the cost of money more expensive by increasing the interest rate, even though doing that is a necessary evil to rebalance supply and demand and bring down prices overall.<\/p>\n<p>\u201cNothing should be above democratic debate in this country when it comes to the big questions facing the United States,\u201d Vance said.<\/p>\n<p>It is not clear how Trump and Vance would change the Fed\u2019s relationship with the White House or how closely linked the two would be. Representatives for the Trump office did not respond to <em>Fortune\u2019s<\/em> request for comment.<\/p>\n<h2 class=\"wp-block-heading\">Why is Fed independence so important? <\/h2>\n<p>The Fed is not \u201cabove\u201d democratic debate\u2014the chairman is elected by the president\u2014but its actions are independently decided by a committee of economists from across the States. <\/p>\n<p>As Donald Kohn, former Vice Chair of the Federal Reserve told <a href=\"https:\/\/fortune.com\/company\/goldman-sachs-group\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/goldman-sachs-group\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">Goldman Sachs<\/a> in a 2019 research paper: \u201cIt is crucial to have a group of people who analyze the economy with respect to the long-run goals of economic policy\u2026 politicians have a much shorter timeframe in mind than is consistent with achieving these goals.\u201d<\/p>\n<p>In a note seen by <em>Fortune<\/em> he explained further: \u201cPoliticians are looking at the next election and their impulse \u2026 is to step on the gas as hard as they can to maximize their chances of winning the next election, and then worry about the consequences later.\u201d<\/p>\n<p>\u201cElected representatives were very wise to recognize their own potential shortcomings and create an independent central bank that would have a longer perspective in policymaking.\u201d<\/p>\n<p>Tyler Cowen, an economics professor at George Mason University, writing in an <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2024-04-30\/trump-s-plans-for-the-fed-make-no-sense-even-for-him\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bloomberg.com\/opinion\/articles\/2024-04-30\/trump-s-plans-for-the-fed-make-no-sense-even-for-him\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">opinion column for Bloomberg<\/a>, says that the Fed could be held more accountable for its decisions via an executive-branch review process, as is the case for the Social Security Administration and the Securities and Exchange Commission.<\/p>\n<p>\u201cAt the very least, the executive branch could draw up such a budget and fight for it. If the president\u2014whether it\u2019s Trump or not\u2014did that, it would be proof that he is serious about monetary stability. Otherwise, it\u2019s safe to assume that any plans for the Fed, however implausible, amount to just another clumsy power grab,\u201d Cowen wrote.<\/p>\n<p>The White House<span style=\"box-sizing:border-box;margin:0px;padding:0px\"> also published an analysis on the significance of the Fed staying an independent entity. In May this year, the White House\u2019s\u00a0<a href=\"https:\/\/www.whitehouse.gov\/cea\/written-materials\/2024\/05\/22\/the-importance-of-central-bank-independence\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.whitehouse.gov\/cea\/written-materials\/2024\/05\/22\/the-importance-of-central-bank-independence\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">Council for Economic Advisors wrote<\/a>: \u201cA central bank\u2019s credibility is bolstered by its independence,<\/span> and such credibility is also key to maintaining long-term, anchored expectations.<\/p>\n<p>\u201cWhen credibility is undermined by political influence, people, firms, and others who set prices are less likely to believe the central bank\u2019s commitment to lower inflation, which in turn can induce higher inflation.\u201d<\/p>\n<p>Wall Street analysts, for their part, haven\u2019t lost faith in the Fed\u2019s credibility yet, according to Paul Donovan, chief economist at\u00a0UBS\u00a0Global Wealth Management.<\/p>\n<p>On Friday Donovan said: \u201cIt may well be that markets choose not to price the risk of Fed independence being undermined.
