Regulate too lightly, and you open the door to disruptive threats like deep fakes and misinformation. Generative AI can augment both the <a href=\"https:\/\/fortune.com\/2023\/05\/03\/microsoft-chief-economist-a-i-bad-actors-cars\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2023\/05\/03\/microsoft-chief-economist-a-i-bad-actors-cars\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">capabilities of<\/a> nefarious actors, and those trying to <a href=\"https:\/\/fortune.com\/asia\/2024\/06\/27\/cybersecurity-is-team-sport-amid-generative-ai-based-attacks-tech-experts-accenture\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/asia\/2024\/06\/27\/cybersecurity-is-team-sport-amid-generative-ai-based-attacks-tech-experts-accenture\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">defend against<\/a> them.<\/p>\n<div class=\"paywall\">\n<p>During a breakout session on responsible AI innovation last week, speakers at Fortune Brainstorm AI Singapore acknowledged that a global one-size-fits-all set of AI rules would be difficult to achieve.\u00a0<\/p>\n<p>Governments already differ in terms of how much they want to regulate. The European Union, for example, has a comprehensive <a href=\"https:\/\/fortune.com\/2024\/03\/13\/whats-in-the-eu-ai-act-artificial-intelligence-gpai\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/03\/13\/whats-in-the-eu-ai-act-artificial-intelligence-gpai\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">set of rules<\/a> that govern how companies develop and apply AI applications.<\/p>\n<p>Other governments, like the U.S., are developing what Sheena Jacob, head of intellectual property at CMS Holborn Asia, calls a \u201cframework guidance\u201d: No hard laws, but instead nudges in a preferred direction.<\/p>\n<p>\u201cOver regulation will stifle AI innovation,\u201d Jacob warned. <\/p>\n<p>She cited Singapore as an example of where innovation is happening, outside of the U.S. and China. While Singapore has a national AI <a href=\"https:\/\/www.smartnation.gov.sg\/nais\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.smartnation.gov.sg\/nais\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">strategy<\/a>, the city-state does not have laws that directly regulate AI. Instead, <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/generative-ai-artificial-intelligence-proposal-framework-4051526\" target=\"_blank\" aria-label=\"Go to https:\/\/www.channelnewsasia.com\/singapore\/generative-ai-artificial-intelligence-proposal-framework-4051526\" rel=\"noopener\" data-type=\"link\" data-id=\"https:\/\/www.channelnewsasia.com\/singapore\/generative-ai-artificial-intelligence-proposal-framework-4051526\" class=\"sc-93594058-0 fowfrQ\">the overall framework<\/a> counts on stakeholders like policymakers and the research community to \u201ccollectively do their part\u201d to facilitate innovation in a \u201csystemic and balanced approach.\u201d<\/p>\n<p>Like many others at Brainstorm AI Singapore, speakers at last week\u2019s breakout acknowledged that smaller countries <a href=\"https:\/\/fortune.com\/asia\/2024\/07\/30\/can-small-economies-catch-up-china-us-on-ai-brainstorm-ai-singapore\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/asia\/2024\/07\/30\/can-small-economies-catch-up-china-us-on-ai-brainstorm-ai-singapore\/\" class=\"sc-93594058-0 fowfrQ\" rel=\"noopener\">can still compete <\/a>with larger countries in AI development.\u00a0<\/p>\n<p>\u201cThe whole point of AI is to level the playing field,\u201d said Phoram Mehta, APAC chief information security officer at PayPal. (PayPal was a sponsor of last week\u2019s breakout session)<\/p>\n<p>But experts also warned against the dangers of neglecting AI\u2019s risks.<\/p>\n<p>\u201cWhat people really miss out is that AI cyber hacking is a cybersecurity risk at a board level that\u2019s bigger than anything else,\u201d said Ayesha Khanna, co-founder of Addo AI and a co-chair of Fortune Brainstorm AI Singapore. \u201cIf you were to do a prompt attack and just throw hundreds of prompts that were\u2026poisoning the data on the foundational model, it can completely change the way an AI works.\u201d<\/p>\n<p>Microsoft announced in late June that it had <a href=\"https:\/\/www.microsoft.com\/en-us\/security\/blog\/2024\/06\/26\/mitigating-skeleton-key-a-new-type-of-generative-ai-jailbreak-technique\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.microsoft.com\/en-us\/security\/blog\/2024\/06\/26\/mitigating-skeleton-key-a-new-type-of-generative-ai-jailbreak-technique\/\" rel=\"noopener\" class=\"sc-93594058-0 fowfrQ\">discovered a way<\/a> to jailbreak a generative AI model, causing it to ignore its guardrails against generating harmful content related to topics like explosives, drugs, and racism.<\/p>\n<p>But when asked how companies can block malicious actors from their systems, Mehta suggested that AI can help the \u201cgood guys\u201d too.<\/p>\n<p>AI is \u201chelping the good guys level the playing field\u2026it\u2019s better to be prepared and use AI in those defences, rather than waiting for it and seeing what types of responses we can get.\u201d<\/p>\n<\/div>\n<div class=\"sc-1de0461b-0 yuNst article\" data-cy=\"subscriptionPlea\"><strong>Recommended Newsletter:<\/strong><\/p>\n<p>CEO Daily provides key context for the news leaders need to know from across the world of business.
