They were living in Brooklyn with their uncle until they began experiencing domestic violence, which they said \u201cforced me to move out.\u201d\u00a0<\/p>\n<p>Now 27, they\u2019re living at Marsha\u2019s House, the <a href=\"https:\/\/www.advocate.com\/news\/2022\/2\/10\/marshas-house-nyc-lgbtq-shelter-accused-abuse-and-neglect\" target=\"_blank\" aria-label=\"Go to https:\/\/www.advocate.com\/news\/2022\/2\/10\/marshas-house-nyc-lgbtq-shelter-accused-abuse-and-neglect\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">only queer-designated shelter for adults<\/a> in the city that\u2019s been the <a href=\"https:\/\/www.advocate.com\/news\/2022\/2\/10\/marshas-house-nyc-lgbtq-shelter-accused-abuse-and-neglect\" target=\"_blank\" aria-label=\"Go to https:\/\/www.advocate.com\/news\/2022\/2\/10\/marshas-house-nyc-lgbtq-shelter-accused-abuse-and-neglect\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">center of several lawsuits<\/a> for abuse and neglect, and has been called a <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">\u201cnightmare\u201d<\/a> of misconduct and unsafe living conditions by ex-residents.<\/p>\n<p>Despite the huge need for queer-designated shelters, there are only a handful of them out of hundreds of city shelters. In New York City, LGBTQ+ people make up only 4.5% of the general population, but comprise nearly <a href=\"https:\/\/ocfs.ny.gov\/programs\/youth\/LGBTQ\/research.php#:~:text=Research%20has%20shown%20that%20while,LGBTQ%2C%20nearly%20ten%20times%20higher.\" target=\"_blank\" aria-label=\"Go to https:\/\/ocfs.ny.gov\/programs\/youth\/LGBTQ\/research.php#:~:text=Research%20has%20shown%20that%20while,LGBTQ%2C%20nearly%20ten%20times%20higher.\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">40% of the city\u2019s homeless adults<\/a>, according to New York State\u2019s Office of Children and Family Services\u2014and the population is <a href=\"https:\/\/www.thetrevorproject.org\/research-briefs\/homelessness-and-housing-instability-among-lgbtq-youth-feb-2022\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.thetrevorproject.org\/research-briefs\/homelessness-and-housing-instability-among-lgbtq-youth-feb-2022\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">three times more likely to be physically threatened<\/a>, abused, and carry emotional trauma than others who are homeless. Of the <a href=\"https:\/\/www.amidacareny.org\/wp-content\/uploads\/new-york-city-services-for-unhoused-lgbtq-members-2022_2022310161014.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.amidacareny.org\/wp-content\/uploads\/new-york-city-services-for-unhoused-lgbtq-members-2022_2022310161014.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">queer-designated shelters in the city<\/a>, most are limited to services for youth under age 24.\u00a0<\/p>\n<p>Marsha\u2019s House, however, is an exception: located in Belmont in the Bronx, the shelter has an <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">age limit of 30<\/a>. But the shelter also comes with a slew of concerns, like <a href=\"https:\/\/www.osc.ny.gov\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.osc.ny.gov\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">broken facilities that go unfixed<\/a> (despite <a href=\"https:\/\/otda.ny.gov\/about\/shelter.asp#:~:text=Regulations%20require%20that%20all%20publicly,certified%20by%20OTDA%20by%202022.\" target=\"_blank\" aria-label=\"Go to https:\/\/otda.ny.gov\/about\/shelter.asp#:~:text=Regulations%20require%20that%20all%20publicly,certified%20by%20OTDA%20by%202022.\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">required annual inspections<\/a>), a layout that can contribute to emotional distress, especially for those who have experienced trauma, and staff who may be unfamiliar with LGBTQ+ issues, according to <a href=\"https:\/\/www.osc.ny.gov\/files\/audits\/2017-12\/sga-2016-15s23.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.osc.ny.gov\/files\/audits\/2017-12\/sga-2016-15s23.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">state reports<\/a> and incident reports filed by residents that <em>Fortune<\/em> obtained through Freedom of Information requests.\u00a0<\/p>\n<p><strong>Queer homeless residents are often traumatized, and require different resources than others<\/strong>\u00a0<\/p>\n<p>LGBTQ+ homeless people are disproportionately affected by sexual or violent assaults, which in many cases lead to mental illnesses like post-traumatic stress disorder, depression, suicidality, and more. These risks can be greater for youth and young adults, like Bishop.\u00a0<\/p>\n<p>\u201cI\u2019m someone who\u2019s experienced sexual violence and abuse, and so thinking about sharing a room with someone else who I don\u2019t know and in a shelter setting, I did not sleep at night,\u201d Bishop said. \u201cI had chronic pain because I had trouble sleeping. I got placed on medication for sleep because I had trouble sleeping.\u201d\u00a0<\/p>\n<div class=\"wp-block-image\" style=\"margin:auto;max-width:1024px\"><img loading=\"lazy\" alt=\"Jha\u2019asryel-Akquil Bishop, 27, sitting on a bench in New York City\" loading=\"lazy\" width=\"1024\" height=\"530\" decoding=\"async\" data-nimg=\"1\" style=\"color:transparent;height:auto;object-fit:cover;width:100%;background-size:cover;background-position:50% 50%;background-repeat:no-repeat;background-image:url(&quot;data:image\/svg+xml;charset=utf-8,%3Csvg xmlns='http:\/\/www.w3.org\/2000\/svg' viewBox='0 0 1024 530'%3E%3Cfilter id='b' color-interpolation-filters='sRGB'%3E%3CfeGaussianBlur stdDeviation='20'\/%3E%3CfeColorMatrix values='1 0 0 0 0 0 1 0 0 0 0 0 1 0 0 0 0 0 100 -1' result='s'\/%3E%3CfeFlood x='0' y='0' width='100%25' height='100%25'\/%3E%3CfeComposite operator='out' in='s'\/%3E%3CfeComposite in2='SourceGraphic'\/%3E%3CfeGaussianBlur stdDeviation='20'\/%3E%3C\/filter%3E%3Cimage width='100%25' height='100%25' x='0' y='0' preserveAspectRatio='none' style='filter: url(%23b);' href='data:image\/png;base64,iVBORw0KGgoAAAANSUhEUgAAAAEAAAABCAYAAAAfFcSJAAAADUlEQVR42mO8fv1mPQAIHAMIsIR6agAAAABJRU5ErkJggg=='\/%3E%3C\/svg%3E&quot;)\" sizes=\"100vw\" srcset=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=320&amp;q=75 320w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=384&amp;q=75 384w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=480&amp;q=75 480w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=576&amp;q=75 576w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=768&amp;q=75 768w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=1024&amp;q=75 1024w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=1280&amp;q=75 1280w, https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=1440&amp;q=75 1440w\" src=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/07\/bishop-3.png?w=1440&amp;q=75\"\/> <\/p>\n<p>Sunny Nagpaul<\/p>\n<\/div>\n<p>A <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6695950\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6695950\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">recent study<\/a> found homeless queer youth had been sexually assaulted at three times the rate of non-LGBTQ+ homeless youth, and almost half of queer youth reported sexual abuse by an adult caretaker, compared to about 20% of non-LGBTQ+ youth.<\/p>\n<p>According to a <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6695950\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6695950\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">national study<\/a> that analyzed mental illness in more than 400 homeless youth, 41% of those who identify as queer reported depression, compared to 28% of non-queer youth, and were also much more likely to report suicidal ideation and attempted suicide.\u00a0\u00a0<\/p>\n<p>Marsha\u2019s House, an 81-bed shelter that <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nbcnews.com\/nbc-out\/out-news\/new-york-citys-only-shelter-lgbtq-adults-nightmare-ex-residents-say-rcna13358\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">opened in 2017<\/a>, is currently the city\u2019s only adult shelter designated for sexual minorities\u2014but Bishop believes \u201cif Marsha\u2019s House had an improved facility, it could become more accessible\u201d to a population with a <a href=\"https:\/\/www.crainsnewyork.com\/health-pulse\/city-misses-deadline-build-homeless-shelters-transgender-people-advocates-say\" target=\"_blank\" aria-label=\"Go to https:\/\/www.crainsnewyork.com\/health-pulse\/city-misses-deadline-build-homeless-shelters-transgender-people-advocates-say\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">big need, but few resources<\/a> for support.\u00a0<\/p>\n<p>Those who are queer and homeless, they said, \u201coftentimes are also victims of sexual violence and do need the privacy of a single room.\u201d\u00a0<\/p>\n<p>At Marsha\u2019s House, Bishop said they\u2019ve witnessed their peers having manic episodes, bouts of psychosis, and mental distress. They said there are six single-person rooms usually reserved for people who have gotten a transitional surgery or when another room or bed needs repair.\u00a0<\/p>\n<p>Bishop believes the rooms could offer a few days of mental peace to residents who may need them\u2014but they\u2019re hard to access. The city\u2019s department of homeless services, rather than shelter staff, determines who can stay in them. \u201cI think it is a very disadvantageous situation at the shelter,\u201d Bishop said, adding, \u201cwhen you\u2019re recovering from discrimination and violence, oftentimes it\u2019s hard to rest or sleep when there are other people around you. People may need those rooms to reset themselves, and that\u2019s not an option available to them.\u201d\u00a0<\/p>\n<p>Other structural elements of the shelter, which is five stories tall but does not have an elevator, also prevent those who have physical disabilities from living there.\u00a0<\/p>\n<p>The city\u2019s Department of Homeless Services, or DHS, did not confirm <em>Fortune\u2019s<\/em> inquiry on how many single-occupancy rooms are in the shelter or how residents can be eligible for them. A DHS spokesperson told <em>Fortune<\/em> the agency has been strengthening its trauma-informed support for LGBTQ+ populations for the last several years, including more training courses for staff since 2015.\u00a0<\/p>\n<p><strong>Residents describe staff who are \u2018nasty and rude and talks down to people\u2019<\/strong><\/p>\n<p>Another challenge at Marsha\u2019s House, Bishop told Fortune, includes staff members speaking rudely or yelling at residents. When the resident spoke to the director, they wrote, they \u201cfelt dismissed and no disciplinary action was taken against the staff member.\u201d\u00a0<\/p>\n<p>Such interactions, it seems, have now shaped the shelter\u2019s reputation. <a href=\"https:\/\/www.pointsourceyouth.org\/psy-staff-bios\/maddox-guerilla\" target=\"_blank\" aria-label=\"Go to https:\/\/www.pointsourceyouth.org\/psy-staff-bios\/maddox-guerilla\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">Maddox Guerilla<\/a>, a senior consultant at housing-advocacy group <a href=\"https:\/\/www.pointsourceyouth.org\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.pointsourceyouth.org\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">Point Source Youth<\/a>, also used to be homeless and heard about staff troubles at the shelter. \u201cI don\u2019t think the staff at Marsha\u2019s House are being trained in queer issues,\u201d Guerilla told <em>Fortune<\/em>, \u201cbecause I hear people all the time saying, \u2018they don\u2019t respect me by my name,\u2019 or \u2018they\u2019re harassing me, misgendering me, they don\u2019t treat trans people right.\u2019\u201d<\/p>\n<p>A DHS spokesperson told <em>Fortune <\/em>all shelter staff receive a full-day training course in LGBTQ+ specific issues, and any additional training each shelter provider may offer, and that staff are expected to lead with care and compassion when engaging with clients. The spokesperson also said the agency has robust accountability mechanisms in place to address inappropriate staff behavior, but did not elaborate on what those measures are.\u00a0<\/p>\n<p>To be sure, queer homeless residents often face discrimination at shelters, and find themselves in positions where they may be too vulnerable or unstable to speak up for themselves. One transgender woman, Mariah Lopez, however, has <a href=\"https:\/\/www.nytimes.com\/2022\/07\/03\/nyregion\/transgender-rights-homeless-new-york-lawsuit.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nytimes.com\/2022\/07\/03\/nyregion\/transgender-rights-homeless-new-york-lawsuit.html\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">sued the city several times for discrimination<\/a> against her. Her <a href=\"https:\/\/www.documentcloud.org\/documents\/21200462-mariah-lopez-complaint-4-25-2017?responsive=1&amp;title=1\" target=\"_blank\" aria-label=\"Go to https:\/\/www.documentcloud.org\/documents\/21200462-mariah-lopez-complaint-4-25-2017?responsive=1&amp;title=1\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">most recent lawsuit<\/a> was against Marsha\u2019s House, which she sued because she says she was denied entry to the shelter with her service dog, Chica, who helps her manage her post-traumatic stress and anxiety disorders.\u00a0\u00a0<\/p>\n<p>Her lawsuit led to changes. The complaints in the report said \u201cthe water literally burns people\u2019s skin,\u201d and cited \u201cwater which is extremely hot in the shower.\u201d One client said he mentioned this to staff, \u201cbut nothing has been done.\u201d<\/p>\n<p>Bishop was also recently diagnosed with an intestinal parasite, and the bathrooms are so dirty that they worry it will spread. \u201cYou go there and you see feces from the person that used it before,\u201d they said. Last year, one resident reported \u201cthere is a person or persons leaving poop smear all over in a lot of the restrooms. Directors know about this, this is still happening.\u201d Other complaints cited mold and bug infestations.<\/p>\n<p>A DHS spokesperson told <em>Fortune <\/em>that when the agency is made aware of conditions that adversely impact residents\u2019 quality of life, it works closely with shelter operators and landlords to rectify the situation in a timely manner.\u00a0<\/p>\n<p><strong>New York\u2019s homeless crisis is growing<\/strong><\/p>\n<p>More than 200,600 migrants have arrived in New York since the spring of 2022, and more than 65,600 people remain in the city\u2019s care, according to <a href=\"https:\/\/spectrumlocalnews.com\/nys\/central-ny\/politics\/2024\/06\/25\/hundreds-of-upstate-migrants-expected-to-be-relocated-back-to-n-y-c-#:~:text=More%20than%20200%2C600%20migrants%20have,emergency%20shelter%20outside%20the%20city.\" target=\"_blank\" aria-label=\"Go to https:\/\/spectrumlocalnews.com\/nys\/central-ny\/politics\/2024\/06\/25\/hundreds-of-upstate-migrants-expected-to-be-relocated-back-to-n-y-c-#:~:text=More%20than%20200%2C600%20migrants%20have,emergency%20shelter%20outside%20the%20city.\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">city data<\/a>. Up to 1,500 migrants live in temporary emergency shelters outside the city.\u00a0<\/p>\n<p>In 2016, the New York State Comptroller began a series of <a href=\"https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">audit reports<\/a> on shelter conditions, with new versions released every four years. The goal was to reveal the gaps in shelter regulations, which allow broken things to go unfixed for years.\u00a0<\/p>\n<p>The most recent <a href=\"https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">2020 report<\/a> found over 60% of the city\u2019s 80 shelters had significant health and safety risks. If a violation requires more than one month to fix, the shelter should submit a \u201ccorrective action plan\u201d to OTDA. But according to the <a href=\"https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.osc.state.ny.us\/files\/state-agencies\/audits\/pdf\/sga-2020-18s52.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">report<\/a>, that\u2019s one of the steps causing confusion. In five shelters where corrective action plans stated issues like bathtub mold and broken toilets were fixed, Caroll\u2019s audit team returned to see the find the same broken conditions.\u00a0<\/p>\n<p>\u201cWe found that in most cases, the conditions didn\u2019t get better, they got worse,\u201d Carroll said.<\/p>\n<p>The most promising solution for broken facilities, he said, may be more money or at least awareness of financial support that is already siphoned off for shelters.
