Attorney General, and <a href=\"https:\/\/fortune.com\/company\/jpmorgan-chase\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/jpmorgan-chase\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">JPMorgan Chase<\/a> chief executive Jamie Dimon almost immediately escalated into a shouting match.\u00a0\u00a0<\/p>\n<div>\n<p>\u201cWe were like two dogs in a fight,\u201d recalled Harris in her 2019 autobiography, titled, <em>The Truths We Hold: An American Journey<\/em>.\u00a0<\/p>\n<p>The two were locking horns over a proposed settlement Wall Street\u2019s big banks were negotiating with a consortium of state attorneys general over relief for homeowners who were foreclosed on during the Great Financial Crisis. The banks, which included <a href=\"https:\/\/fortune.com\/company\/wells-fargo\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/wells-fargo\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">Wells Fargo<\/a>, <a href=\"https:\/\/fortune.com\/company\/bank-of-america-corp\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/bank-of-america-corp\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">Bank of America<\/a>, and JPMorgan Chase, among others, offered between $2 billion to $4 billion in compensation for California alone. Harris deemed that amount insufficient, eventually the banks raised their offer nearly tenfold.   <\/p>\n<p>\u201cDuring the foreclosure crisis, I took on the big wall street banks and won $20 billion for California families,\u201d Harris said during a campaign speech Monday, touting the achievement. <\/p>\n<p>In her book she further detailed the pivotal, if tense, conversation with Dimon. Frustrated she was making little headway working with JPMorgan\u2019s general counsel, Harris opted to call Dimon\u2014one of Wall Street\u2019s most revered CEOs\u2014directly, according to her autobiography. As Harris told it, 10 seconds later the two were on the phone, tempers flaring.\u00a0<\/p>\n<p>\u201c\u2018You\u2019re trying to steal from my shareholders,\u2019 [Dimon] yelled almost as soon as he heard my voice,\u201d Harris writes. To which an indignant Harris replied: \u201c\u2018Your shareholders? My shareholders are the homeowners of California. You come and see them. Talk to them about who got robbed.\u2019\u201d\u00a0<\/p>\n<p>The conversation remained heated before Dimon told Harris he would discuss the matter with his board. Two weeks later, according to Harris, the banks upped their offer almost tenfold, offering California a deal that would ultimately result in $20 billion in homeowner relief.\u00a0<\/p>\n<p>\u201cI\u2019ll never know what happened on Dimon\u2019s side,\u201d Harris said. \u201cBut I do know two weeks later the banks gave in.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>Harris and corporate America get (re)acquainted\u00a0<\/strong><\/h2>\n<p>More than a decade later, California is the <a href=\"https:\/\/fortune.com\/2023\/12\/16\/california-housing-crisis-policy-failure-threaten-rest-of-the-country\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2023\/12\/16\/california-housing-crisis-policy-failure-threaten-rest-of-the-country\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">epicenter<\/a> of the country\u2019s housing crisis and Harris is the sitting vice president and presumptive Democratic presidential nominee. She earned President Joe Biden\u2019s endorsement on Sunday, following the announcement that he\u2019d no longer be running for a second term. California\u2019s housing crisis was ramping up long before the Great Financial Crisis, but since then, <a href=\"https:\/\/fortune.com\/2024\/02\/18\/did-wall-street-make-housing-market-prices-higher\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/02\/18\/did-wall-street-make-housing-market-prices-higher\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">building has plummeted<\/a> all over; the state\u2019s <a href=\"https:\/\/www.zillow.com\/home-values\/9\/ca\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.zillow.com\/home-values\/9\/ca\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">home prices<\/a> and <a href=\"https:\/\/www.zillow.com\/rental-manager\/market-trends\/ca\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.zillow.com\/rental-manager\/market-trends\/ca\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">rents<\/a> are far higher than national averages, and it has the <a href=\"https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/2023-AHAR-Part-1.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/2023-AHAR-Part-1.pdf\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">country\u2019s largest homeless population<\/a>. But for Harris the ordeal shows how she created a solution to address problems in the housing market, one of the nation\u2019s most intractable issues, and in the state where it is most acute, no less. and It\u2019s also evidence of her approach to working with the corporate world, albeit contentiously in this case.\u00a0<\/p>\n<p>Since her fiery phone call with Dimon in 2011, the two have made attempts to build a productive relationship. They <a href=\"https:\/\/www.ft.com\/content\/585b3162-77bc-4b21-addc-bf88c5606b16\" target=\"_blank\" aria-label=\"Go to https:\/\/www.ft.com\/content\/585b3162-77bc-4b21-addc-bf88c5606b16\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">had lunch<\/a> at the White House in March, as first reported by the <em>Financial Times<\/em>.<em> <\/em>At the time the Biden administration\u2019s relationship with corporate America was strained. The president had called for higher taxes on corporations and had been taking an extremely tough stance on enforcing antitrust regulations. In the past, Harris has been far friendlier to corporate America than other Democratic politicians, once <a href=\"https:\/\/fortune.com\/2024\/07\/22\/kamala-harris-big-tech-ai-antitrust-privacy-crypto-tiktok-trump-biden-vance\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/07\/22\/kamala-harris-big-tech-ai-antitrust-privacy-crypto-tiktok-trump-biden-vance\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">referring<\/a> to <a href=\"https:\/\/fortune.com\/company\/alphabet\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/alphabet\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">Google<\/a> as her \u201cfamily.\u201d In recent weeks there have been reports that she is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-06-21\/wall-street-brass-courted-by-harris-as-trump-makes-2024-inroads\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2024-06-21\/wall-street-brass-courted-by-harris-as-trump-makes-2024-inroads\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">courting CEOs<\/a>, in the hopes they may <a href=\"https:\/\/www.cnbc.com\/video\/2024\/06\/24\/there-are-no-fortune-500-ceos-who-are-supporting-donald-trump-says-yales-jeffrey-sonnenfeld.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnbc.com\/video\/2024\/06\/24\/there-are-no-fortune-500-ceos-who-are-supporting-donald-trump-says-yales-jeffrey-sonnenfeld.html\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">shy away<\/a> from Trump\u2019s <a href=\"https:\/\/apnews.com\/article\/trump-economy-tariffs-project-2025-biden-b7fb80fd689ed773da83c80e52559b4f\" target=\"_blank\" aria-label=\"Go to https:\/\/apnews.com\/article\/trump-economy-tariffs-project-2025-biden-b7fb80fd689ed773da83c80e52559b4f\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">unorthodox<\/a> economic and trade <a href=\"https:\/\/fortune.com\/2024\/06\/22\/trump-tax-cuts-tariffs-economic-policies-stagflation-larry-summers-trade-war\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/06\/22\/trump-tax-cuts-tariffs-economic-policies-stagflation-larry-summers-trade-war\/\" class=\"sc-82aca549-0 klXAci\" rel=\"noopener\">policies<\/a>.\u00a0<\/p>\n<p>Harris has also leaned on top executives when she felt they could help her achieve policy goals. For example, in 2021, when the Biden administration was distributing pandemic relief loans she <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-12-29\/harris-quietly-taps-wall-street-tech-ceos-for-advice-on-policy\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2021-12-29\/harris-quietly-taps-wall-street-tech-ceos-for-advice-on-policy\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">called CEOs of top banks<\/a>, including Dimon, to see if they could get them to low-income borrowers faster, according to <em>Bloomberg<\/em>.\u00a0<\/p>\n<p>But as the homeowner settlement proves, she doesn\u2019t cut big business any slack when it comes to enforcing the law, although the <em>Los Angeles Times<\/em> did once <a href=\"https:\/\/www.latimes.com\/politics\/la-pol-ca-senate-harris-banks-20161016-snap-story.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.latimes.com\/politics\/la-pol-ca-senate-harris-banks-20161016-snap-story.html\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">suggest<\/a> her handling of the settlement wasn\u2019t perfect because bankers evaded criminal charges.<\/p>\n<h2 class=\"wp-block-heading\"><strong>From $4 billion to $20 billion<\/strong>\u00a0<\/h2>\n<p>It was risky lending practices that fueled the subprime mortgage crisis, which then resulted in what we know today as the Great Financial Crisis. <a href=\"https:\/\/money.cnn.com\/2009\/01\/15\/real_estate\/millions_in_foreclosure\/\" target=\"_blank\" aria-label=\"Go to https:\/\/money.cnn.com\/2009\/01\/15\/real_estate\/millions_in_foreclosure\/\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">Foreclosures skyrocketed<\/a> in 2008, and more than 861,000 families lost their homes, CNN reported at the time. That same year, more than 236,000 homes were lost to foreclosure in California alone, <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2009-jan-28-fi-foreclosure28-story.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.latimes.com\/archives\/la-xpm-2009-jan-28-fi-foreclosure28-story.html\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">according to<\/a> the <em>Los Angeles Times<\/em>.<\/p>\n<p>The settlement Harris was negotiating was meant to provide much-needed relief to homeowners impacted by the crisis. At one point during negotiations, Harris abandoned the settlement talks altogether, frustrated by the low-ball offer from the banks. That move paid off when she eventually negotiated a separate settlement for California; in 2012, the banks presented the state $18.4 billion in debt relief and $2 billion in other forms of financial assistance.<\/p>\n<p>\u201cThis outcome is the result of an insistence that California receive a fair deal commensurate with the harm done here,\u201d Harris said at the time, according to a <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-kamala-d-harris-secures-18-billion-california-commitment\" target=\"_blank\" aria-label=\"Go to https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-kamala-d-harris-secures-18-billion-california-commitment\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">release<\/a> from the day of the settlement. \u201cWe insisted on homeowner relief for Californians and demanded enforceability so homeowners actually see a benefit that will allow them to stay in their homes, and preserved our ability to investigate banker crime and predatory lending.\u201d\u00a0<\/p>\n<p>Under the terms, homeowners could either lower their mortgage payments or sell their home for less than what they owed the bank, thus forcing banks to take losses. Many more Californians than expected opted for the second option, which <a href=\"https:\/\/www.latimes.com\/la-xpm-2013-sep-25-la-fi-mortgage-settlements-20130926-story.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.latimes.com\/la-xpm-2013-sep-25-la-fi-mortgage-settlements-20130926-story.html\" rel=\"noopener\" class=\"sc-82aca549-0 klXAci\">critics say<\/a> didn\u2019t live up to the spirit of the settlement, which was to help people stay in their homes\u2014not sell them.
