And the reason? To paraphrase a Clinton-era political saying, it\u2019s the election, stupid.<\/p>\n<div>\n<p>Regardless of whether Joe Biden or Donald Trump wins a coveted second term, inflation will increase, predicts the research firm Oxford Economics. The question is how much. Both presidents\u2019 policies are inflationary, albeit in different ways, Oxford says. And while the broad trend lines of the economy will remain the same regardless of who controls the White House or Congress, how steep they end up being could change drastically from one political reality to another.\u00a0<\/p>\n<p>\u201cIt\u2019s only the degree to which GDP and inflation are higher under the next president that differs depending on the political configuration,\u201d wrote Oxford Economics deputy chief U.S. economist Bernard Yaros Jr. in a research note published last week.\u00a0<\/p>\n<p>Under a Trump presidency, peak inflation would be<strong> <\/strong>0.6 percentage points higher than the current 3.3%, according to Oxford Economics\u2019 analysis. That means inflation would reach 3.8%. Under Biden, Oxford predicts, inflation would be just 0.1% higher than it is now.\u00a0<\/p>\n<p>The main drivers of inflation under Trump would be his <a href=\"https:\/\/www.cnn.com\/2024\/05\/01\/politics\/trump-immigration-what-matters\/index.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnn.com\/2024\/05\/01\/politics\/trump-immigration-what-matters\/index.html\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">draconian immigration policies<\/a>, which would <a href=\"https:\/\/www.washingtonpost.com\/business\/2024\/02\/27\/economy-immigration-border-biden\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.washingtonpost.com\/business\/2024\/02\/27\/economy-immigration-border-biden\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">shrink<\/a> the <a href=\"https:\/\/time.com\/6963553\/immigration-u-s-economy\/\" target=\"_blank\" aria-label=\"Go to https:\/\/time.com\/6963553\/immigration-u-s-economy\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">available workforce<\/a>; a further <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-06-13\/trump-tells-ceos-he-would-cut-corporate-tax-rate-to-20\" target=\"_blank\" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2024-06-13\/trump-tells-ceos-he-would-cut-corporate-tax-rate-to-20\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">cut<\/a> of corporate tax rates, and, most notably, an unprecedented <a href=\"https:\/\/www.cnbc.com\/2024\/01\/22\/trumps-proposed-10percent-tariff-plan-would-shake-up-every-asset-class-strategist.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnbc.com\/2024\/01\/22\/trumps-proposed-10percent-tariff-plan-would-shake-up-every-asset-class-strategist.html\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">set of tariffs<\/a> on all foreign goods. Meanwhile, Oxford Economics assumes that Biden would temporarily extend the <a href=\"https:\/\/www.washingtonpost.com\/business\/2024\/03\/10\/chld-tax-credit-congress\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.washingtonpost.com\/business\/2024\/03\/10\/chld-tax-credit-congress\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">Child Tax Credit<\/a>, leading to a near-term spike in inflation, as low-income families spend their tax refunds at a time when the economy requires less spending. Eventually that increase in inflation would give way to a period of stable economic growth, Yaros told <em>Fortune<\/em>.\u00a0\u00a0<\/p>\n<p>In the long run, \u201cfamily support policies stimulate growth without raising inflation because they boost the economy, not by having people spend, but by allowing more working mothers to participate in the labor force,\u201d he says.\u00a0<\/p>\n<p>Notably, under neither Biden nor Trump would inflation decline or even remain at its current levels, according to Yaros\u2019 analysis.\u00a0\u00a0<\/p>\n<p>Federal Reserve chair Jerome Powell was <a href=\"https:\/\/www.cbsnews.com\/news\/federal-reserve-interest-rate-cut-jerome-powell-senate-hearing\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cbsnews.com\/news\/federal-reserve-interest-rate-cut-jerome-powell-senate-hearing\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">slightly<\/a> more optimistic about <a href=\"https:\/\/fortune.com\/2024\/07\/09\/economic-outlook-fed-chair-jerome-powell-warns-inflation-risk\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/07\/09\/economic-outlook-fed-chair-jerome-powell-warns-inflation-risk\/\" class=\"sc-80b85506-0 pUpMT\" rel=\"noopener\">inflation<\/a> coming down over the course of his two-day <a href=\"https:\/\/fortune.com\/2024\/07\/10\/jerome-powell-testimony-job-market-unemployment-wall-street\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/07\/10\/jerome-powell-testimony-job-market-unemployment-wall-street\/\" class=\"sc-80b85506-0 pUpMT\" rel=\"noopener\">Senate testimony<\/a> on Tuesday and Wednesday. Although Powell remained circumspect on when exactly he <a href=\"https:\/\/www.wsj.com\/economy\/central-banking\/jerome-powell-senate-testimony-july-b7805d54\" target=\"_blank\" aria-label=\"Go to https:\/\/www.wsj.com\/economy\/central-banking\/jerome-powell-senate-testimony-july-b7805d54\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">expected<\/a> inflation to head toward the Fed\u2019s 2% target.\u00a0<\/p>\n<h3 class=\"wp-block-heading\"><strong>\u2018Tariff man\u2019<\/strong><\/h3>\n<p>For Yaros, though, taming inflation will be even less likely if either the Democrats or the Republicans win both the White House and control of Congress. \u201cIf there is a sweep by either party, the incentive to enact a lot of changes\u2014whether it\u2019s spending increases or tax cuts\u2014it\u2019s just going to be too large of an appeal to ignore,\u201d he said.\u00a0<\/p>\n<p>But that doesn\u2019t mean the effects on inflation will be the same. Trump\u2019s proposed tariffs would be especially inflationary, contributing a \u201clarge chunk\u201d to rising prices, according to Yaros. Even During his first term Trump made no secret of his affinity for tariffs, referring to himself as a \u201c<a href=\"https:\/\/x.com\/realDonaldTrump\/status\/1069970500535902208\" target=\"_blank\" aria-label=\"Go to https:\/\/x.com\/realDonaldTrump\/status\/1069970500535902208\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">Tariff Man<\/a>.\u201d\u00a0<\/p>\n<p>Yaros assumes that under a Trump presidency he would succeed in implementing his recently announced blanket tariffs. Trump\u2019s unprecedented <a href=\"https:\/\/www.cnn.com\/2024\/03\/18\/politics\/donald-trump-tariffs-trade-war\/index.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnn.com\/2024\/03\/18\/politics\/donald-trump-tariffs-trade-war\/index.html\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">proposal<\/a> includes a <a href=\"https:\/\/fortune.com\/2024\/02\/04\/donald-trump-china-tariff-60-percent-imports-trade-war-election\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/02\/04\/donald-trump-china-tariff-60-percent-imports-trade-war-election\/\" class=\"sc-80b85506-0 pUpMT\" rel=\"noopener\">60% tariff<\/a> on all Chinese goods and a 10% tariff on goods from any other country. If implemented they would almost certainly act as a tax on American households, as businesses would simply raise prices and pass on their added costs to consumers.\u00a0<\/p>\n<p>Other economists have <a href=\"https:\/\/thehill.com\/business\/4762000-higher-inflation-trump-possible-experts\/#:~:text=%E2%80%9CWith%20a%20Trump%20presidency%20more,Merk%20Investments%2C%20told%20The%20Hill.\" target=\"_blank\" aria-label=\"Go to https:\/\/thehill.com\/business\/4762000-higher-inflation-trump-possible-experts\/#:~:text=%E2%80%9CWith%20a%20Trump%20presidency%20more,Merk%20Investments%2C%20told%20The%20Hill.\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">agreed<\/a> with Yaros that the <a href=\"https:\/\/www.cnn.com\/2024\/04\/11\/economy\/trump-tariffs-trade-jobs-inflation\/index.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnn.com\/2024\/04\/11\/economy\/trump-tariffs-trade-jobs-inflation\/index.html\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">tariffs could be inflationary<\/a>. Several different studies estimated Trump\u2019s proposed tariffs would amount to a <a href=\"https:\/\/www.cbsnews.com\/news\/trump-tariffs-proposal-10-percent-1700-cost-per-us-household\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cbsnews.com\/news\/trump-tariffs-proposal-10-percent-1700-cost-per-us-household\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">$1,700<\/a> to <a href=\"https:\/\/www.americanactionforum.org\/research\/trumps-10-percent-tariffs-projected-impacts-on-u-s-households-and-allies\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.americanactionforum.org\/research\/trumps-10-percent-tariffs-projected-impacts-on-u-s-households-and-allies\/\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">$2,350<\/a> increase in annual expenses for households.\u00a0<\/p>\n<p>In a <em>Time<\/em> magazine interview from April where Trump resurfaced his tariff policies, he acknowledged they raised prices, but denied the increase would be inflationary. \u201cI don\u2019t believe it\u2019ll be inflation,\u201d the former president said. \u201cI think it\u2019ll be lack of loss for our country.\u201d<\/p>\n<p>Economists have warned that Trump\u2019s proposal would lead to an <a href=\"https:\/\/www.nytimes.com\/2024\/06\/27\/us\/politics\/trump-trade-tariffs-imports.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.nytimes.com\/2024\/06\/27\/us\/politics\/trump-trade-tariffs-imports.html\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">all-out trade war<\/a> with China and possibly other countries. China would almost certainly retaliate with its own set of tariffs on American goods, further putting businesses under water, says Alan Wolff, a fellow at the Peterson Institute for International Economics and a former deputy director of the World Trade Organization.\u00a0<\/p>\n<p>\u201cFor the Trump approach to somehow work, one has to assume there\u2019s no foreign reaction\u2026no retaliation,\u201d Wolff says.\u00a0<\/p>\n<p>Biden, too, has implemented tariffs, but he has done so strategically, according to Wolff. \u201cThe Biden approach is thinking selectively about how we give an advantage to domestic production where we have decided we need domestic production,\u201d Wolff says. \u201cTrump is more [tariffs] across the board \u2018let\u2019s see how it all works out.\u2019\u201d<\/p>\n<p>Biden\u2019s high tariffs are meant to ensure certain products deemed in the national interest are independent of global supply chains\u2014specifically, semiconductors, which are considered a national security priority, and technologies needed to address climate change, \u201cwhich is not a Trump priority at all,\u201d Wolff says. In May the Biden administration implemented a series of tariffs on China, including a <a href=\"https:\/\/apnews.com\/article\/biden-china-tariffs-electric-vehicles-evs-solar-2024ba735c47e04a50898a88425c5e2c\" target=\"_blank\" aria-label=\"Go to https:\/\/apnews.com\/article\/biden-china-tariffs-electric-vehicles-evs-solar-2024ba735c47e04a50898a88425c5e2c\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">50% tariff on computer chips<\/a> and varying other taxes on foreign solar cells, EVs, and the batteries that power them.<\/p>\n<p>Even though Biden has taken a more strategic approach to Chinese tariffs, his administration is unlikely to ease up on those already in place, <a href=\"https:\/\/www.axios.com\/2024\/07\/10\/biden-china-tariffs-treasury-jay-shambaugh\" target=\"_blank\" aria-label=\"Go to https:\/\/www.axios.com\/2024\/07\/10\/biden-china-tariffs-treasury-jay-shambaugh\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">according<\/a> to recent comments from a top Treasury official.
