Here\u2019s what experts say"},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/06\/GettyImages-2147888973-e1718998525733.jpg?w=2048\" \/><\/p>\n<p>Harvard economist and former Treasury Secretary Larry Summers fears Trump\u2019s economic proposals and penchant for trade wars could lead to a serious bout of stagflation\u2014the toxic combination of high inflation and low growth that wreaked havoc on the U.S. economy in the 1970s.\u00a0<\/p>\n<div>\n<p>The Federal Reserve has been hoping to prevent this scenario with its policies for years now, but that work could be undone with a few swipes of the pen, at least according to Summers.<\/p>\n<p>\u201cTrump\u2019s tax proposal to replace a major amount of income-tax revenue with tariffs is a prescription for the mother of all stagflations,\u201d the economist wrote in a June 15 <a href=\"https:\/\/x.com\/LHSummers\/status\/1802097688269181436\" target=\"_blank\" aria-label=\"Go to https:\/\/x.com\/LHSummers\/status\/1802097688269181436\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">tweet<\/a>. \u201cIt burdens the middle class and the poor who purchase goods on international markets. It would also create worldwide economic warfare.\u201d<\/p>\n<p>Trump has said that if he\u2019s re-elected this November, he will impose a 10% tariff on all products imported into the U.S., while also slashing the corporate tax rate from 21% to as low as 15%.<\/p>\n<p>Summers didn\u2019t pull any punches in his critique of that economic agenda last week, warning that Trump\u2019s tariff proposals are likely to cause a significant supply shock in the U.S. as foreign goods suppliers pull back on shipping products to the U.S. or raise prices amid a brewing trade war.<\/p>\n<p>All of that will exacerbate inflation, and could force the Fed to hike rates even more aggressively. The fed funds rate is already at the highest level in 23 years. Summers even said he could see a scenario where mortgage rates surge above 10% for the first time since the 1980s if Trump\u2019s tariffs go through.<\/p>\n<p>\u201cI don\u2019t think there\u2019s been a more inflationary presidential economic policy platform in my lifetime,\u201d he <a href=\"https:\/\/www.youtube.com\/watch?v=NXdT6Zoq9YE\" target=\"_blank\" aria-label=\"Go to https:\/\/www.youtube.com\/watch?v=NXdT6Zoq9YE\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">told Bloomberg TV<\/a>. \u201cThis is really dangerous stuff.\u201d<\/p>\n<p>To Summers\u2019 point, the non-partisan Peterson Institute for International Economics found that Trump\u2019s 10% tariffs on all imported goods, when coupled with the more hefty 60% proposed levy on Chinese imports, would cost the typical middle-class household <a href=\"https:\/\/www.piie.com\/sites\/default\/files\/2024-05\/pb24-1.pdf\" target=\"_blank\" aria-label=\"Go to https:\/\/www.piie.com\/sites\/default\/files\/2024-05\/pb24-1.pdf\" rel=\"noopener\" class=\"sc-80b85506-0 pUpMT\">roughly $1,700<\/a> a year in additional costs due to inflation.<\/p>\n<p>Beyond the threat of aggressive tariffs and trade wars, Summers criticized Trump\u2019s desire to curb immigration sharply at a time when an abundant labor supply has helped prevent significant wage pressures that can exacerbate inflation. <\/p>\n<p>\u201cAnd he\u2019s for scaling back the subsidies to renewable energy, raising energy costs,\u201d Summers added. \u201cSo look at it from demand, look at it from supply. This is a prescription for a major increase in inflation.\u201d<\/p>\n<p>However, Bob Elliott, a former Bridgewater exec who now runs Unlimited Funds, argued that only part of Summers\u2019 forecast seems valid in his view. \u201cTariffs, at their core, are a regressive tax that is inflationary,\u201d Elliott told <em>Fortune<\/em>. \u201cBut they\u2019re also a modest support to U.S. economic conditions.\u201d<\/p>\n<p>Elliott argued that tariffs will, on the margin, bring some goods production back to the U.S. and mildly increase tax revenues. He also noted that Trump\u2019s tax cuts will have a similarly stimulative effect for economic growth by boosting asset prices.\u00a0<\/p>\n<p>Still, while Elliott doesn\u2019t foresee anything like the \u201cmother of all stagflations\u201d that Summers is predicting, he doesn\u2019t believe Trump\u2019s policies are the right choice in the current economic environment.<\/p>\n<p>\u201cIt would have been a more appropriate set of policies when we were dealing with a low growth environment, with concerns about longer-term deflation,\u201d the Wall Street veteran told <em>Fortune<\/em>. \u201cWe\u2019re kind of in the opposite circumstances today, where growth is pretty good and inflation is too elevated.
