Well, a rare mineral mine.\u00a0<\/p>\n<div>\n<p>The Norwegian mining company, Rare Earths Norway, just uncovered the largest deposit of <a href=\"https:\/\/fortune.com\/2022\/07\/22\/china-rare-earths-monopoly-lynas-pensana-iluka-us-supply\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2022\/07\/22\/china-rare-earths-monopoly-lynas-pensana-iluka-us-supply\/\" class=\"sc-80b85506-0 ovBKL\" rel=\"noopener\">rare earth elements<\/a> in Europe. The discovery has major implications not just for the company, which is certainly poised for a windfall, but for global geopolitics.\u00a0<\/p>\n<p>Rare Earths Norway found the deposit in the Fen Carbonatite Complex located in the southern tip of the country, according to a press release. These rare elements, which are a family of 17 metals, are used in a host of consumer electronics like smartphones and flat-screen TVs. They\u2019re also critical to the green-energy transition because they are key components in products like electric vehicles and wind turbines. But, as the name suggests, they are in short supply around the world. By dint of geography or luck, the vast majority of rare earth elements are <a href=\"https:\/\/fortune.com\/2024\/06\/10\/china-near-monopoly-many-critical-minerals-jpmorgan-says-next-battleground-usa\/#\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/06\/10\/china-near-monopoly-many-critical-minerals-jpmorgan-says-next-battleground-usa\/#\" class=\"sc-80b85506-0 ovBKL\" rel=\"noopener\">found and extracted in China<\/a>, giving the world\u2019s second largest economy extraordinary influence in determining their supply and demand across the world. Currently, China accounts for 70% of the extraction of these elements from the ground and 90% of their processing, according to <a href=\"https:\/\/www.oxfordenergy.org\/publications\/chinas-rare-earths-dominance-and-policy-responses\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.oxfordenergy.org\/publications\/chinas-rare-earths-dominance-and-policy-responses\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">research<\/a> from the Oxford Institute for Energy Studies, an independent energy research institute.<\/p>\n<p>Norway\u2019s discovery would finally make Europe a player in the industry.\u00a0<\/p>\n<p>\u201cIt is important to state that there is absolutely no extraction of rare earth elements in Europe today,\u201d Rare Earths Norway CEO Alf Reistad <a href=\"https:\/\/www.cnbc.com\/2024\/06\/11\/norway-discovers-europes-largest-deposit-of-rare-earth-metals.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnbc.com\/2024\/06\/11\/norway-discovers-europes-largest-deposit-of-rare-earth-metals.html\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">told<\/a> CNBC.<\/p>\n<p>Rare Earths Norway\u2019s discovery comes at a time when <a href=\"https:\/\/www.reuters.com\/business\/europes-business-chiefs-see-eu-china-relations-worsening-2024-05-29\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.reuters.com\/business\/europes-business-chiefs-see-eu-china-relations-worsening-2024-05-29\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">Europe<\/a> and the <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2024\/05\/china-tariffs-electric-vehicles-trade-war\/678385\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.theatlantic.com\/international\/archive\/2024\/05\/china-tariffs-electric-vehicles-trade-war\/678385\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">U.S.<\/a> have had <a href=\"https:\/\/fortune.com\/2024\/04\/17\/biden-us-steel-totally-american-china-tariffs-aluminum\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/04\/17\/biden-us-steel-totally-american-china-tariffs-aluminum\/\" class=\"sc-80b85506-0 ovBKL\" rel=\"noopener\">tense trade relations<\/a> with China. Many of those tensions are wrapped up in national-security issues as well. Europe is <a href=\"https:\/\/www.marketwatch.com\/story\/european-companies-growing-wary-about-chinas-vast-market-as-its-economy-slows-3afc94b4\" target=\"_blank\" aria-label=\"Go to https:\/\/www.marketwatch.com\/story\/european-companies-growing-wary-about-chinas-vast-market-as-its-economy-slows-3afc94b4\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">wary of China<\/a>, given its <a href=\"https:\/\/www.politico.eu\/article\/us-europe-china-aid-russia-trade-tariffs-kurt-campbell\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.politico.eu\/article\/us-europe-china-aid-russia-trade-tariffs-kurt-campbell\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">allyship with Russia<\/a>, which has been largely ostracized on the continent, certainly by members of the European Union. Meanwhile, the U.S. and China are engaged in what one economist called a <a href=\"https:\/\/fortune.com\/2024\/05\/31\/stephen-roach-us-china-trade-war-economy-tariffs-semiconductor-chips-tiktok\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/05\/31\/stephen-roach-us-china-trade-war-economy-tariffs-semiconductor-chips-tiktok\/\" class=\"sc-80b85506-0 ovBKL\" rel=\"noopener\">\u201cforever\u201d trade war<\/a>. The U.S. has accused China of <a href=\"https:\/\/www.cnn.com\/2024\/04\/04\/business\/yellen-us-china-economic-relations-hnk-intl\/index.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnn.com\/2024\/04\/04\/business\/yellen-us-china-economic-relations-hnk-intl\/index.html\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">intentionally oversupplying<\/a> global markets with certain products, like electric vehicles. The concern is that because China has cornered the market on rare elements it could also manipulate that market by doing the opposite and <a href=\"https:\/\/www.cnbc.com\/2019\/05\/28\/china-makes-veiled-threat-about-withholding-rare-earth-minerals.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnbc.com\/2019\/05\/28\/china-makes-veiled-threat-about-withholding-rare-earth-minerals.html\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">purposefully withholding<\/a> supply to drive up prices\u2014something it has <a href=\"https:\/\/www.wsj.com\/articles\/china-controls-minerals-that-run-the-worldand-just-fired-a-warning-shot-at-u-s-5961d77b\" target=\"_blank\" aria-label=\"Go to https:\/\/www.wsj.com\/articles\/china-controls-minerals-that-run-the-worldand-just-fired-a-warning-shot-at-u-s-5961d77b\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">threatened<\/a> to do, but hasn\u2019t yet pulled the trigger on.\u00a0<\/p>\n<p>Norway has already made some strides in trying to chip away at Europe\u2019s dependence on China to get access to the materials. In January, the Norwegian parliament voted 80\u201320 to allow offshore, <a href=\"https:\/\/www.cnbc.com\/2024\/01\/29\/norway-defends-deep-sea-mining-as-a-necessary-step-into-the-unknown.html\" target=\"_blank\" aria-label=\"Go to https:\/\/www.cnbc.com\/2024\/01\/29\/norway-defends-deep-sea-mining-as-a-necessary-step-into-the-unknown.html\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">deep-sea mining of rare minerals<\/a> in remote waters to the north of the country. Norway, which is already a major producer of oil and natural gas, would become the first country to allow its <a href=\"https:\/\/fortune.com\/europe\/2024\/01\/13\/norway-deep-sea-mining-environment-ev-makers-green-transition\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/europe\/2024\/01\/13\/norway-deep-sea-mining-environment-ev-makers-green-transition\/\" class=\"sc-80b85506-0 ovBKL\" rel=\"noopener\">seabed to be mined<\/a> for rare minerals. Current plans would see Norway mine <a href=\"https:\/\/theconversation.com\/mining-the-depths-norways-deep-sea-exploitation-could-put-it-in-environmental-and-legal-murky-waters-220909\" target=\"_blank\" aria-label=\"Go to https:\/\/theconversation.com\/mining-the-depths-norways-deep-sea-exploitation-could-put-it-in-environmental-and-legal-murky-waters-220909\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">108,000 square miles<\/a>, an area roughly the size of Colorado. The newly discovered deposit only strengthens Europe\u2019s hand against rivals like China.\u00a0<\/p>\n<p>Though the fact that these reserves were located in China was due to chance, China\u2019s ability to make the most of them and use them as a strategic geopolitical tool\u2014even a cudgel\u2014was intentional. Through years of domestic industrial policy, China <a href=\"https:\/\/archive.is\/a7FAH\" target=\"_blank\" aria-label=\"Go to https:\/\/archive.is\/a7FAH\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">secured patents<\/a> in the technology needed to extract the rare elements, directing huge amounts of government resources toward the project, and <a href=\"https:\/\/foreignpolicy.com\/2023\/11\/07\/china-critical-mineral-rare-earth-supply-chain-electric-vehicle\/\" target=\"_blank\" aria-label=\"Go to https:\/\/foreignpolicy.com\/2023\/11\/07\/china-critical-mineral-rare-earth-supply-chain-electric-vehicle\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">investing heavily<\/a> in extracting ore from deposits across the globe.\u00a0<\/p>\n<p>Once its dominance was established, the Chinese government sought to protect it. Last year, China <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/chinas-rare-earths-dominance-focus-after-mineral-export-curbs-2023-07-05\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.reuters.com\/markets\/commodities\/chinas-rare-earths-dominance-focus-after-mineral-export-curbs-2023-07-05\/\" rel=\"noopener\" class=\"sc-80b85506-0 ovBKL\">banned the export<\/a> of technology used to extract gallium and germanium, two elements used in chip manufacturing.
