{"id":228062,"date":"2024-06-04T14:21:23","date_gmt":"2024-06-04T14:21:23","guid":{"rendered":"https:\/\/michigandigitalnews.com\/index.php\/2024\/06\/04\/portugal-scraps-manifestation-of-interest-clause-in-latest-immigration-crackdown\/"},"modified":"2025-06-25T17:17:54","modified_gmt":"2025-06-25T17:17:54","slug":"portugal-scraps-manifestation-of-interest-clause-in-latest-immigration-crackdown","status":"publish","type":"post","link":"https:\/\/michigandigitalnews.com\/index.php\/2024\/06\/04\/portugal-scraps-manifestation-of-interest-clause-in-latest-immigration-crackdown\/","title":{"rendered":"Portugal scraps &#8216;manifestation of interest&#8217; clause in latest immigration crackdown"},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2024\/06\/GettyImages-1063875272-e1717507397747.jpg?w=2048\" \/><\/p>\n<p>Portugal is trying to shake off its reputation as one of Europe\u2019s most welcoming countries for immigrants, with its right-leaning government taking the ax to yet another scheme previously designed to attract foreign workers.<\/p>\n<div>\n<p>Authorities have revoked a \u201cmanifestation of interest\u201d mechanism in Portugal\u2019s visa rules, which had allowed hundreds of thousands of migrants to obtain residency in the country with relative ease.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Manifestation of interest\u2019<\/h2>\n<p>Under this clause, non-EU citizens were allowed to come to Portugal without an employment contract before being able to apply for residency after making a year of social security payments.<\/p>\n<p>It was an ideal residency route for digital nomads, who would pay social security while working remote jobs in Portugal.\u00a0<\/p>\n<p>It was also a popular option for workers in lower-paying and more precarious fields who might have struggled to secure work before arriving in the country, <a href=\"https:\/\/www.reuters.com\/world\/europe\/portugal-toughens-migration-rules-after-swing-right-2024-06-03\/\" target=\"_blank\" aria-label=\"Go to https:\/\/www.reuters.com\/world\/europe\/portugal-toughens-migration-rules-after-swing-right-2024-06-03\/\" rel=\"noopener\" class=\"sc-424e8006-0 lagCOr\"><em>Reuters <\/em>reports<\/a>, citing Migration Observatory research.<\/p>\n<p>Proponents of Portugal\u2019s easy residency route say it helped absorb more people into the country\u2019s legal economy, allowing them to contribute to the tax system immediately while searching for more permanent arrangements.<\/p>\n<p>Opponents blame Portugal\u2019s housing crisis on an influx of foreigners, an accusation which has been contested from the left.<\/p>\n<p>Around 14% of taxpayers in the country are migrants, who contributed \u20ac1.6 billion ($1.7 billion) to Portugal\u2019s economy in 2022. They took out \u20ac257 million ($280 million) in social security benefits by comparison.<\/p>\n<p>Portugal\u2019s Prime Minister Luis Montenegro is on a rampage against immigration\u2014an issue that is boosting right-leaning parties across Europe.<\/p>\n<p>\u201cWe need people in Portugal willing to help us build a fairer and more prosperous society,\u201d he said. \u201cBut we cannot go to the other extreme and have wide-open doors.\u201d<\/p>\n<p>The government will set up new loopholes in the visa that will give priority to certain individuals, including those from Portuguese-speaking countries, students and high-skill workers.<\/p>\n<p>Portuguese outlet <a href=\"https:\/\/www.publico.pt\/2024\/06\/03\/sociedade\/noticia\/governo-muda-lei-obriga-imigrantes-visto-trabalho-entrar-portugal-2092718?utm_source=substack&amp;utm_medium=email\" target=\"_blank\" aria-label=\"Go to https:\/\/www.publico.pt\/2024\/06\/03\/sociedade\/noticia\/governo-muda-lei-obriga-imigrantes-visto-trabalho-entrar-portugal-2092718?utm_source=substack&amp;utm_medium=email\" rel=\"noopener\" class=\"sc-424e8006-0 lagCOr\"><em>Publico<\/em><\/a><em> <\/em>reports immigrants from countries like India, Nepal, and Bangladesh are likely to be most affected by the changes.<\/p>\n<p>Montenegro says there are currently 400,000 regularization processes pending, which the government is expected to handle by hiring more staff and creating a special task force.<\/p>\n<h2 class=\"wp-block-heading\">Portugal\u2019s migrant policy shift<\/h2>\n<p>Since coming into power in April, Montenegro has accelerated what was already a concerted policy program against immigration in Portugal.<\/p>\n<p>The country scrapped large parts of its <a href=\"https:\/\/fortune.com\/2023\/02\/16\/portugal-ending-golden-visa-program-politicians-blame-housing-prices\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2023\/02\/16\/portugal-ending-golden-visa-program-politicians-blame-housing-prices\/\" class=\"sc-424e8006-0 lagCOr\" rel=\"noopener\">golden visa program<\/a> last year, which previously allowed foreigners to take up residency by buying property worth at least \u20ac350,000 ($380,000) in popular cities like Porto and Lisbon.\u00a0<\/p>\n<p>Lawmakers announced later that year that they would scrap Portugal\u2019s non-habitual residency (NHR) tax scheme in 2024, which allowed foreigners to <a href=\"https:\/\/fortune.com\/europe\/2023\/10\/14\/portugal-tax-for-expats-changes-sparks-digital-nomads-rush\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/europe\/2023\/10\/14\/portugal-tax-for-expats-changes-sparks-digital-nomads-rush\/\" class=\"sc-424e8006-0 lagCOr\" rel=\"noopener\">reside in<\/a> the country for up to 10 years, paying a flat income tax of 20%.
