Discussions of a ban started last year, gaining attention, especially after a high-profile congressional hearing featuring TikTok\u2019s CEO, Shou Zi Chew. By 2024, the House of Representatives, with a significant majority, approved legislation requiring parent company ByteDance to sell its interest in the app or risk being banned in the United States.<\/p>\n<p>There has already been a swathe of countries that have imposed varying degrees of limitations on the app, primarily due to privacy and cybersecurity issues linked to its parent company ByteDance and its connections to the Chinese government. The European Commission and NATO alongside federal governments worldwide, have prohibited their staff from installing TikTok on work-issued phones.<\/p>\n<p>Here are the countries that have imposed partial and full bans on the app:<\/p>\n<h3>Afghanistan<\/h3>\n<p>Afghanistan banned the app in 2022 as part of a moral policing drive by the ruling Taliban, a spokesman for the group said.<\/p>\n<p>Bloomberg <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-04-21\/taliban-bans-tiktok-app-for-misleading-the-younger-generation\" target=\"_blank\" rel=\"noopener\">reports<\/a> that Inamullah Samangani criticized the popular social media app on Twitter for \u201cmisleading the younger generation.\u201d He further elaborated over the phone that TikTok\u2019s \u201cfilthy content\u201d did not align with Islamic laws.<\/p>\n<h3>Australia<\/h3>\n<p>On April 4, 2023, Australia became the latest country to ban TikTok from federal government devices, as concerns grow over the privacy and security of the Chinese-owned video-sharing app. The country is part of the so-called \u201cFive Eyes\u201d intelligence-sharing partners, who have all taken similar steps against the social media firm.<\/p>\n<p>A statement from the Attorney General\u2019s Department <a href=\"https:\/\/www.protectivesecurity.gov.au\/system\/files\/2023-04\/direction-on-tiktok-application.pdf\" target=\"_blank\" rel=\"noopener\">highlighted<\/a> that TikTok presents security and privacy concerns because of the\u201dextensive collection of user data and exposure to extrajudicial directions from a foreign government that conflicts with Australian law.\u201d<\/p>\n<p>Attorney-General Mark Dreyfus said on the official website: \u201cThe direction will come into effect as soon as practicable.\u201d<\/p>\n<h3>Belgium<\/h3>\n<p>Belgium banned the use of TikTok on federal government service devices in March 2023 as its security apparatus <a href=\"https:\/\/news.belgium.be\/nl\/tijdelijk-verbod-op-het-gebruik-van-tiktok-op-diensttoestellen-federale-overheid\">warned<\/a> it collected \u201ca large amount of data from its users, often without them realizing it,\u201d while \u201cmanipulating the flow of information.\u201d<\/p>\n<p>Belgian Prime Minister Alexander De Croo <a href=\"https:\/\/www.politico.eu\/article\/belgian-government-bans-tiktok-on-government-phones\/\" target=\"_blank\" rel=\"noopener\">said<\/a> in a statement shared with POLITICO: \u201cWe can\u2019t be naive: TikTok is a Chinese company that currently is mandated to cooperate with Chinese intelligence services.\u201d<\/p>\n<h3>Canada<\/h3>\n<p>Canada, who is also part of the \u201cFive Eyes\u201d intelligence alliance, also prohibited the use of the app on government devices in February 2023.<\/p>\n<p>In a statement, the Canadian Treasury Board Secretariat President Mona Fortier <a href=\"https:\/\/www.canada.ca\/en\/treasury-board-secretariat\/news\/2023\/02\/statement-by-minister-fortier-announcing-a-ban-on-the-use-of-tiktok-on-government-mobile-devices.html\" target=\"_blank\" rel=\"noopener\">said<\/a>: \u201cThe decision to remove and block TikTok from government mobile devices is being taken as a precaution, particularly given concerns about the legal regime that governs the information collected from mobile devices, and is in line with the approach of our international partners.\u201d<\/p>\n<h3>Denmark<\/h3>\n<p>In line with other European countries, Denmark\u2019s Defense Ministry banned its employees from having video-sharing app on their work phones as a cybersecurity measure in March 2023.<\/p>\n<p>The ministry <a href=\"https:\/\/www.fmn.dk\/da\/nyheder\/2023\/forsvarsministeriet-forbyder-ansatte-at-bruge-tiktok-pa-tjenestelige-enheder\/\" target=\"_blank\" rel=\"noopener\">said<\/a> it would \u201cban the use of the app on official units,\u201d saying \u201cthere were weighty security considerations within the defense ministry combined with a very limited work-related need to use the app.\u201d Its Center for Cybersecurity <a href=\"https:\/\/www.cfcs.dk\/da\/nyheder\/2023\/cfcs-anbefaling-tiktok\/\" target=\"_blank\" rel=\"noopener\">added<\/a>: \u201cSeveral of the data sources that TikTok can collect have the potential to be used for espionage against the app\u2019s users.\u201d<\/p>\n<p>Even its public-service broadcaster, DR, advised staff not to have TikTok on their work phones.<\/p>\n<h3>Estonia<\/h3>\n<p>In late March, Estonia\u2019s departing IT and foreign trade minister, Kristjan J\u00e4rvan, announced to a local newspaper that TikTok would be prohibited on state-issued smartphones for public officials.<\/p>\n<p>However, in a conversation with Eesti P\u00e4evaleht, the minister further <a href=\"https:\/\/news.err.ee\/1608929957\/minister-jarvan-tiktok-to-be-banned-on-state-officials-work-phones\" target=\"_blank\" rel=\"noopener\">stated<\/a>: \u201cIf a public official uses their private phone while at work, we really won\u2019t be looking into that.\u201d<\/p>\n<h3>The European Union<\/h3>\n<p>The European Commission suspended the use of TikTok on its corporate devices and on personal devices enrolled in the Commission mobile device service in February 2023. It <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_1161\" target=\"_blank\" rel=\"noopener\">explained<\/a>: \u201cThis measure aims to protect the Commission against cybersecurity threats and actions which may be exploited for cyber-attacks against the corporate environment of the Commission.\u201d<\/p>\n<p>The Parliament also banned TikTok from staff phones, following in the footsteps of the Commission and the EU Council.<\/p>\n<h3>France<\/h3>\n<p>France was the first country to intensify efforts to ban \u201crecreational\u201d applications, such as Netflix and TikTok, on government devices.<\/p>\n<p><a href=\"https:\/\/www.rfi.fr\/en\/france\/20230324-france-bans-tiktok-whatsapp-netflix-from-state-employees-phones\" target=\"_blank\" rel=\"noopener\">According<\/a> to French Minister of Public Service Stanislas Guerini, these apps presented \u201crisks in terms of cybersecurity and protection of the personal data of public servants and the administration.\u201d<\/p>\n<p>The banned apps reportedly included gaming applications such as Candy Crush, streaming applications like Netflix, and recreational applications like TikTok, adding that X itself is also on the list.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"fr\" dir=\"ltr\">Pour garantir la cybers\u00e9curit\u00e9 de nos administrations et de nos agents publics, le <a href=\"https:\/\/twitter.com\/gouvernementFR?ref_src=twsrc%5Etfw\">@gouvernementFR<\/a> a d\u00e9cid\u00e9 d\u2019interdire les applications r\u00e9cr\u00e9atives comme TikTok, sur les t\u00e9l\u00e9phones professionnels des fonctionnaires d\u2019\u00c9tat. <a href=\"https:\/\/twitter.com\/jnbarrot?ref_src=twsrc%5Etfw\">@jnbarrot<\/a> <a href=\"https:\/\/t.co\/avxtpKZ6uu\">pic.twitter.com\/avxtpKZ6uu<\/a><\/p>\n<p>\u2014 Stanislas Guerini (@StanGuerini) <a href=\"https:\/\/twitter.com\/StanGuerini\/status\/1639220992517058561?ref_src=twsrc%5Etfw\">March 24, 2023<\/a><\/p>\n<\/blockquote>\n<h3>India<\/h3>\n<p>In 2020, India took decisive action against TikTok, enacting a national prohibition on TikTok along with 58 other Chinese apps, <a href=\"https:\/\/www.indiatvnews.com\/news\/india\/224-chinese-apps-banned-in-india-full-list-646788\" target=\"_blank\" rel=\"noopener\">citing<\/a> their involvement in activities \u201cprejudicial to the sovereignty and integrity of India, the defence of India, the security of the state and public order.\u201d<\/p>\n<p>This measure was implemented following a lethal confrontation at the border between Indian and Chinese military troops, in which 20 Indian soldiers were killed. India stands as the largest nation to implement a comprehensive ban on the app.<\/p>\n<p>The companies were provided an opportunity to address inquiries regarding privacy and security standards, but the ban was made permanent in January 2021.<\/p>\n<h3>The Netherlands<\/h3>\n<p>In March 2023, the Dutch government advised officials against installing the Chinese-owned video app and using social media from other countries with \u201coffensive\u201d cyber programs.<\/p>\n<p>Dutch Digital Minister Alexandra van Huffelen stated that the decision followed a recommendation from the country\u2019s secret service (AIVD), which found that such apps posed \u201can inherent espionage risk.\u201d<\/p>\n<p>\u201cThe first step is to immediately discourage civil servants\u2026 from having apps installed and using them on their mobile work equipment from companies in countries with an offensive cyber programme against the Netherlands,\u201d she <a href=\"https:\/\/www.businessinsider.nl\/kabinet-verbiedt-tiktok-telefoon-rijksambtenaar-china-2023\/\" target=\"_blank\" rel=\"noopener\">said.<\/a><\/p>\n<h3>Nepal<\/h3>\n<p>In November 2023, Nepal imposed a ban on TikTok, claiming it was a disruption of \u201csocial harmony.\u201d The BBC <a href=\"https:\/\/www.bbc.co.uk\/news\/business-67411535\" target=\"_blank\" rel=\"noopener\">reports<\/a> that the prohibition was enforced immediately, as stated by the Minister for Communications and Information Technology, Rekha Sharma, who highlighted the app\u2019s distribution of harmful content.<\/p>\n<p>TikTok enjoys widespread popularity in Nepal, particularly among younger audiences and female social media enthusiasts.<\/p>\n<h3>New Zealand<\/h3>\n<p>In the wake of similar actions taken by various European countries, New Zealand\u2019s parliament <a href=\"https:\/\/www.parliament.nz\/en\/footer\/about-us\/parliamentary-service\/parliamentary-service-media-releases\/media-statement-tiktok-on-parliamentary-service-devices\/\" target=\"_blank\" rel=\"noopener\">banned<\/a> TikTok across all staff devices.<\/p>\n<p>In a statement, the government said: \u201cOn advice from our cyber security experts, Parliamentary Service has informed members and staff the application TikTok will be removed from all devices with access to the parliamentary network.<\/p>\n<p>\u201cBased on this information the Service has determined that the risks are not acceptable in the current New Zealand Parliamentary environment.\u201d<\/p>\n<h3>Norway<\/h3>\n<p>In March, the Norwegian Parliament prohibited TikTok on government devices but allowed civil servants to use the app for professional reasons on their personal devices. The country\u2019s Justice Minister, Emilie Enger Mehl, stated in an announcement, \u201cThe Norwegian intelligence services single out Russia and China as the main risk factors for Norway\u2019s security interests.\u201d<\/p>\n<p>However, the 30-year-old had to then apologize for failing to admit when quizzed in Parliament, that she had <a href=\"https:\/\/www.tv2.no\/nyheter\/innenriks\/kommer-med-tiktok-stikk-til-mehl-rart\/15765765\/\" target=\"_blank\" rel=\"noopener\">installed<\/a> and used TikTok on her government-issued phone.<\/p>\n<h3>Pakistan<\/h3>\n<p>Despite being aligned on certain issues, Pakistani authorities temporarily banned TikTok at least four times since October 2020, citing concerns over the promotion of \u201cobscene content.\u201d However, the bans have since been lifted.<\/p>\n<h3>Somalia<\/h3>\n<p>Somalia\u2019s government <a href=\"https:\/\/www.reuters.com\/world\/africa\/somalia-bans-tiktok-telegram-1xbet-over-horrific-content-misinformation-2023-08-21\/\" target=\"_blank\" rel=\"noopener\">banned<\/a> TikTok, messaging app Telegram and online-betting website 1XBet in August 2023 to limit the spread of what they believe is indecent content and propaganda.<\/p>\n<p>\u201cThe minister of communications orders internet companies to stop the aforementioned applications, which terrorists and immoral groups use to spread constant horrific images and misinformation to the public,\u201d Communications Minister Jama Hassan Khalif said in a statement.<\/p>\n<h3>Taiwan<\/h3>\n<p>In December 2022, Taiwan <a href=\"https:\/\/www.scmp.com\/tech\/big-tech\/article\/3202521\/taiwan-joins-us-states-restricting-tiktok-chinas-hit-video-app-faces-renewed-scrutiny\" target=\"_blank\" rel=\"noopener\">introduced<\/a> a ban on TikTok within the public sector, following an FBI warning about the national security risks posed by the app.<\/p>\n<p>Devices owned by the government, such as mobile phones, tablets, and desktop computers, are prohibited from using Chinese-made software. This includes applications like TikTok, its Chinese counterpart Douyin, and Xiaohongshu, a lifestyle content app from China.<\/p>\n<h3>The United Kingdom<\/h3>\n<p>In March 2023, Oliver Dowden, the UK Secretary of State for the Cabinet Office, declared an immediate ban of TikTok on devices used by government officials in a statement to the UK\u2019s House of Commons.<\/p>\n<p>Describing the decision as precautionary, Dowden <a href=\"https:\/\/www.ukpol.co.uk\/oliver-dowden-2023-statement-on-security-of-government-devices-and-tiktok\/\" target=\"_blank\" rel=\"noopener\">noted<\/a>, \u201cWe know that there is already limited use of TikTok across government, but it is also good cyber hygiene,\u201d during his speech to the Members of Parliament.<\/p>\n<p>The decision rests on findings from the UK\u2019s National Cyber Security Centre, indicating potential risks associated with how sensitive government data might be accessed and used by certain platforms.<\/p>\n<p>Despite the UK being among the first to prohibit the use of other Chinese-owned technologies like Huawei, critics have pointed out the country\u2019s delay in taking similar action against TikTok, compared to its allies.<\/p>\n<h3>The United States<\/h3>\n<p>In March, the <a href=\"https:\/\/readwrite.com\/when-will-the-us-house-vote-on-tiktok-this-morning\/\">House of Representatives decisively approved a bill<\/a> that allows TikTok\u2019s parent company to sell its stakes in the app or confront a nationwide ban.<\/p>\n<p>However, the bill awaits Senate approval, where there has been previous resistance to a ban due to concerns about freedom of speech.<\/p>\n<p>Should the bill pass both legislative bodies, President Joe Biden has pledged to enact it into law.<\/p>\n<p>Already, more than half of the U.S. states have prohibited TikTok on government devices <a href=\"https:\/\/readwrite.com\/us-senators-receive-disturbing-tiktok-spy-briefing\/\">citing data security worries<\/a>, and the government has directed agencies to remove the app from federal devices and systems by the end of March.<\/p>\n<p>Warnings from both the FBI and the Federal Communications Commission have highlighted risks of ByteDance potentially sharing TikTok user data with the Chinese government.<\/p>\n<p>There\u2019s also anxiety about the impact of TikTok\u2019s content on the <a href=\"https:\/\/readwrite.com\/33-u-s-states-sue-instagram-and-facebook-for-addicting-children\/\">mental health of teenagers<\/a>.
