Beijing, worried about its reliance on foreign-sourced hardware and software\u2014and the leverage that it gives Washington\u2014has embarked on a years-long drive to get non-Chinese tech out of the government. Now, officials are <a href=\"https:\/\/www.ft.com\/content\/7bf0f79b-dea7-49fa-8253-f678d5acd64a\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">reportedly<\/a> telling government departments to stop using some of the most widely-used U.S. technologies: Microsoft Windows and Intel chips. <\/p>\n<div class=\"paywall\">\n<p>Beijing wants government departments to stop using computers and servers powered by microprocessors from foreign-based firms, the <em><a href=\"https:\/\/www.ft.com\/content\/7bf0f79b-dea7-49fa-8253-f678d5acd64a\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Financial Times<\/a> <\/em>reports, citing procurement guidelines from China\u2019s finance ministry and its ministry of industry and information technology released on Dec. 26.<\/p>\n<p>The new order requires government departments to only use \u201csafe and reliable\u201d processors. China\u2019s state testing agency released a list of approved processors, also on Dec. 26, that does not include any foreign providers. Instead, the list <a href=\"http:\/\/www.itsec.gov.cn\/aqkkcp\/cpgg\/202312\/t20231226_162074.html\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">only includes<\/a> Chinese providers, like chips from Huawei\u2019s subsidiary HiSilicon and the state-backed Phytium.<\/p>\n<p>That would freeze out companies like Intel and AMD, which manufacture most of the processors that power personal computers and laptops. <\/p>\n<p>Beijing also wants its departments to phase out Microsoft Windows in favor of locally-developed operating systems, the <em><a href=\"https:\/\/www.ft.com\/content\/7bf0f79b-dea7-49fa-8253-f678d5acd64a\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">FT<\/a> <\/em>reports. <\/p>\n<p>If a non-Chinese headquartered chip firm wanted to be considered \u201csafe and reliable\u201d by Chinese authorities, it would need to share complete R&amp;D documentation and code in its <a href=\"http:\/\/www.itsec.gov.cn\/aqkkcp\/ywjs\/202307\/t20230727_141347.html\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">application<\/a>. <\/p>\n<p>A ban on supplying China\u2019s government departments could affect the earnings of companies like Intel and AMD. China was Intel\u2019s biggest market in 2023, contributing just over a quarter of total sales. AMD generated 15% of its 2023 revenue from China. <\/p>\n<p>Intel and AMD declined to comment. Microsoft did not immediately respond to a request for comment.<\/p>\n<p>A ban on foreign-made microprocessors and operating systems would be the latest step in Beijing\u2019s drive for technological self-sufficiency. Beijing <a href=\"https:\/\/www.wsj.com\/world\/china\/china-bans-iphone-use-for-government-officials-at-work-635fe2f8\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">reportedly ordered<\/a> state employees to stop using Apple\u2019s iPhones last year. <\/p>\n<p>Chinese officials accelerated plans to replace foreign-sourced technology in its operations in 2021, after U.S. sanctions hit the operations of Chinese tech company Huawei, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-11-16\/secretive-chinese-committee-draws-up-list-to-replace-u-s-tech\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Bloomberg reported<\/a> at the time. <\/p>\n<p>In addition to Chinese regulations, U.S.-headquartered chip firms are also <a href=\"https:\/\/fortune.com\/2022\/10\/10\/us-biden-china-semiconductors-chips-export-controls\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">contending<\/a> with U.S. export rules that prevent these companies from exporting their most advanced chips to Chinese companies.
