That was a little over a year and a half ago, but <a href=\"https:\/\/fortune.com\/2023\/12\/11\/chips-act-funding-bae-systems-first-new-hampshire-military-contractor\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">the first grant\u2014a meager $35 million to New Hampshire-based BAE Systems\u2014wasn\u2019t announced until last December<\/a>.\u00a0<\/p>\n<p>Lengthy application processes <a href=\"https:\/\/www.techtarget.com\/searchdatacenter\/news\/366547916\/The-long-wait-for-CHIPS-Act-money-just-got-a-little-longer\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">have drawn criticism<\/a> from manufacturers and industry watchers, but this Intel agreement is the first of <a href=\"https:\/\/fortune.com\/2024\/01\/27\/us-to-announce-big-grants-in-march-for-chip-plants-intel-tsmc-samsung-semiconductors-tech\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">what the Commerce Department says<\/a> will be a wave of big grants to come.<\/p>\n<p>\u201cIt\u2019s a huge deal,\u201d U.S. Secretary of Commerce Gina Raimondo said on a call with reporters. \u201cIt means bleeding-edge semiconductors made in the USA, keeping the USA in the driver\u2019s seat of innovation.\u201d<\/p>\n<p>If Intel meets performance targets in the deal, it\u2019ll be eligible for $8.5 billion in federal grants, an additional $11 billion in CHIPS Act loans and a 25% Treasury tax credit. A senior administration official said that the Intel grant was expected to be the largest single grant administered through the CHIPS Act, and once the Commerce Department and Intel agree on final terms, the government expects to start delivering funds by the end of the year.\u00a0<\/p>\n<p>In addition to the grant, Intel has already invested <a href=\"https:\/\/www.intel.com\/content\/www\/us\/en\/corporate\/usa-chipmaking\/home.html\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">over $100 billion in private capital<\/a> toward domestic semiconductor manufacturing since the CHIPS Act was signed.\u00a0<\/p>\n<p>Raimondo said that the Intel grant keeps the U.S. on pace to manufacture 20% of the world\u2019s bleeding-edge logic chips, which are essential for many A.I. and military applications, by the end of the decade. (The U.S. currently doesn\u2019t produce any of these chips.)\u00a0<\/p>\n<p>Intel has announced four new facilities in Arizona, New Mexico, Ohio, and Oregon, and it estimates that building and running the facilities will generate over 30,000 jobs. The Rio Rancho, New Mexico project will modernize two fabrication sites into the largest advanced packaging facility in the country. <a href=\"https:\/\/fortune.com\/company\/packaging-corp-of-america\/\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Packaging<\/a>, which <a href=\"https:\/\/www.mckinsey.com\/industries\/semiconductors\/our-insights\/advanced-chip-packaging-how-manufacturers-can-play-to-win\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">refers to combining the multiple parts of a chip<\/a>, has emerged as a key aspect of production as manufacturers race to fit more computing power into smaller and smaller chips.<\/p>\n<p>\u201cOnshoring packaging is just crucial to meet our national security goals,\u201d Raimondo said.<\/p>\n<p>Despite the slow rollout of CHIPS Act grant funding, many are already heralding the program as a success because of the private investment it\u2019s generated. Anticipating big infusions of federal cash, private investors have <a href=\"https:\/\/fortune.com\/2024\/02\/09\/chip-wars-biden-semiconductors-tsmc-openai\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">already poured over $200 billion in capital<\/a> into semiconductor manufacturing.<\/p>\n<p>\u201cThis is a major, historic moment,\u201d said a senior administration official on a call with reporters announcing the Intel deal. \u201cWhat we are seeing here, in terms of unlocking hundreds of billions of dollars in private investment\u2026is unparalleled in the economic history of our country.\u201d<\/p>\n<p>Raimondo <a href=\"https:\/\/www.csis.org\/analysis\/secretary-raimondo-update-chips-act-implementation\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">said in a speech last month<\/a> that the Commerce Department is prioritizing projects that will be completed before 2030 as it makes funding decisions, more of which should be coming later this year. The agency received over 600 statements of interest from semiconductor companies that have already requested over $70 billion in funding, far more than the $28 billion it has earmarked for chip manufacturing.
