{"id":212982,"date":"2024-03-13T15:18:21","date_gmt":"2024-03-13T15:18:21","guid":{"rendered":"https:\/\/michigandigitalnews.com\/index.php\/2024\/03\/13\/house-overwhelmingly-votes-to-ban-tiktok-if-its-chinese-owner-doesnt-sell\/"},"modified":"2025-06-25T17:20:42","modified_gmt":"2025-06-25T17:20:42","slug":"house-overwhelmingly-votes-to-ban-tiktok-if-its-chinese-owner-doesnt-sell","status":"publish","type":"post","link":"https:\/\/michigandigitalnews.com\/index.php\/2024\/03\/13\/house-overwhelmingly-votes-to-ban-tiktok-if-its-chinese-owner-doesnt-sell\/","title":{"rendered":"House overwhelmingly votes to ban TikTok if its Chinese owner doesn\u2019t sell"},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/content.fortune.com\/wp-content\/uploads\/2024\/03\/AP24072843987799_30e9b3-e1710341888983.jpg?w=2048\" \/><\/p>\n<p>The House on Wednesday passed\u00a0<a href=\"https:\/\/apnews.com\/article\/tiktok-ban-bytedance-bill-divest-5b5a685e8f1e19d22182d62526bf19b8\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">a bill<\/a>\u00a0that would lead to a nationwide ban of the popular video app TikTok if its China-based owner doesn\u2019t sell, as lawmakers acted on concerns that the company\u2019s current ownership structure is\u00a0<a href=\"https:\/\/apnews.com\/article\/tiktok-ban-bytedance-china-biden-administration-14ef5f93dc2114e4ade110b2e85433fd\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">a national security threat<\/a>.<\/p>\n<div>\n<p>The bill, passed by a vote of 352-65, now goes to the Senate, where its prospects are unclear.<\/p>\n<p>TikTok, which has\u00a0<a href=\"https:\/\/apnews.com\/article\/tiktok-ban-biden-bytedance-china-2acbaeb71e8bb0c6341f2bc55ba33e80\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">more than 150 million American users<\/a>, is a wholly owned subsidiary of Chinese technology firm ByteDance Ltd.<\/p>\n<p>The lawmakers contend that ByteDance is\u00a0<a href=\"https:\/\/apnews.com\/article\/tiktok-china-bytedance-user-data-d257d98125f69ac80f983e6067a84911\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">beholden to the Chinese government<\/a>, which could demand access to the data of TikTok\u2019s consumers in the U.S. any time it wants. The worry stems from a set of Chinese national security laws that compel organizations to assist with intelligence gathering.<\/p>\n<p>\u201cWe have given TikTok a clear choice,\u201d said Rep. Cathy McMorris Rodgers, R-Wash. \u201cSeparate from your parent company ByteDance, which is beholden to the CCP (the Chinese Communist Party), and remain operational in the United States, or side with the CCP and face the consequences. The choice is TikTok\u2019s.\u201d<\/p>\n<p>House passage of the bill is only the first step. The Senate would also need to pass the measure for it to become law, and lawmakers in that chamber indicated it would undergo a thorough review. Senate Majority Leader Chuck Schumer, D-N.Y., said he\u2019ll have to consult with relevant committee chairs to determine the bill\u2019s path.<\/p>\n<p>President\u00a0<a href=\"https:\/\/apnews.com\/hub\/joe-biden\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Joe Biden<\/a>\u00a0has said if Congress passes the measure, he will\u00a0<a href=\"https:\/\/apnews.com\/article\/biden-tiktok-ban-house-china-aaa884d8c974f0a35856af5ee6aa4e99\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">sign it<\/a>.<\/p>\n<p>The House vote is poised to open a new front in\u00a0<a href=\"https:\/\/apnews.com\/article\/joe-biden-technology-business-government-and-politics-f0f56ec111d85e5f70fe27bb5002e93f\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">the long-running feud between lawmakers and the tech industry<\/a>. Members of Congress have long been critical of tech platforms and their expansive influence, often clashing with executives over industry practices. But by targeting TikTok, lawmakers are singling out a platform popular with millions of people, many of whom skew younger, just months before an election.<\/p>\n<p>Opposition to the bill was also bipartisan. Some Republicans said the U.S. should warn consumers if there are data privacy and propaganda concerns, while some Democrats voiced concerns about the impact a ban would have on its millions of users in the U.S., many of which are entrepreneurs and business owners.<\/p>\n<p>\u201cThe answer to authoritarianism is not more authoritarianism,\u201d said Rep. Tom McClintock, R-Calif. \u201cThe answer to CCP-style propaganda is not CCP-style oppression. Let us slow down before we blunder down this very steep and slippery slope.\u201d<\/p>\n<p>Ahead of the House vote, a top national security official in the Biden administration held a closed-door briefing Tuesday with lawmakers to discuss TikTok and the national security implications. Lawmakers are balancing those security concerns against a desire not to limit free speech online.<\/p>\n<p>\u201cWhat we\u2019ve tried to do here is be very thoughtful and deliberate about the need to force a divestiture of TikTok without granting any authority to the executive branch to regulate content or go after any American company,\u201d said Rep. Mike Gallagher, the bill\u2019s author, as he emerged from the briefing.<\/p>\n<p>TikTok has long denied that it could be used as a tool of the Chinese government. The company has said it has never shared U.S. user data with Chinese authorities and won\u2019t do so if it is asked. To date, the U.S. government also has not provided any evidence that shows TikTok shared such information with Chinese authorities. The platform has about 170 million users in the U.S.<\/p>\n<p>The security briefing seemed to change few minds, instead solidifying the views of both sides.<\/p>\n<p>\u201cWe have a national security obligation to prevent America\u2019s most strategic adversary from being so involved in our lives,\u201d said Rep. Nick LaLota, R-N.Y.<\/p>\n<p>But Rep. Robert Garcia, D-Calif., said no information has been shared with him that convinces him TikTok is a national security threat. \u201cMy opinion, leaving that briefing, has not changed at all,\u201d he said.<\/p>\n<p>\u201cThis idea that we\u2019re going to ban, essentially, entrepreneurs, small business owners, the main way how young people actually communicate with each other is to me insane,\u201d Garcia said.<\/p>\n<p>\u201cNot a single thing that we heard in today\u2019s classified briefing was unique to TikTok. It was things that happen on every single social media platform,\u201d said Rep. Sara Jacobs, D-Calif.<\/p>\n<p>Republican leaders have moved quickly to bring up the bill after its introduction last week. A House committee\u00a0<a href=\"https:\/\/apnews.com\/article\/tiktok-ban-bill-support-congress-china-data-f1ec5b720bb68884c6423c62f314dcff\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">approved<\/a>\u00a0the legislation unanimously, on a 50-vote, even after their offices were inundated with calls from TikTok users demanding they drop the effort. Some offices even shut off their phones because of the onslaught.<\/p>\n<p>Lawmakers in both parties are anxious to confront China on a range of issues. The House formed a special committee to focus on China-related issues. And Schumer directed committee chairs to begin working with Republicans on a bipartisan China competition bill.<\/p>\n<p>Senators are expressing an openness to the bill but suggested they don\u2019t want to rush ahead.<\/p>\n<p>\u201cIt is not for me a redeeming quality that you\u2019re moving very fast in technology because the history shows you make a lot of mistakes,\u201d said Sen. Ron Wyden, D-Ore.<\/p>\n<p>In pushing ahead with the legislation, House Republicans are also creating rare daylight between themselves and former President Donald Trump as he seeks another term in the White House.<\/p>\n<p>Trump has\u00a0<a href=\"https:\/\/apnews.com\/article\/trump-tiktok-ban-biden-facebook-cnbc-tik-tok-72768a92439de45b38e88cc255504ab5\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">voiced opposition<\/a>\u00a0to the effort.
