President Joe Biden\u2019s <a href=\"https:\/\/home.treasury.gov\/system\/files\/131\/General-Explanations-FY2025.pdf?ref=tftc.io\">proposed budget for the fiscal year 2025<\/a> points out that cryptocurrency mining has \u201cnegative environmental effects and can have environmental justice implications as well as increase energy prices for those that share an electricity grid with digital asset miners\u201d.<\/p>\n<p><span class=\"js-content-prompt-opportunity\"\/><\/p>\n<p>As such, the budget proposes a 30 per cent tax on miners\u2019 total energy costs, applying to both power from the grid and any electricity generated by the miners themselves. It would be phased in, with a 10 per cent charge starting in 2025, a 20 per cent charge in 2026 and, finally, a 30 per cent charge in 2027. An identical tax was proposed by Biden last year, but it failed to pass the House of Representatives and Senate and become law \u2013 hurdles that this second attempt now faces.<\/p>\n<p>The move, which comes as bitcoin has surged to an all-time high above \u00a356,000 in recent weeks, has attracted fierce criticism from the cryptocurrency industry. Dennis Porter at the Satoshi Action Fund <a href=\"https:\/\/twitter.com\/Dennis_Porter_\/status\/1767527081515102624\">tweeted<\/a> that it was a \u201cback door ban\u201d on mining and promised: \u201cWe will aggressively oppose this attempt at targeted discrimination without hesitation!\u201d<\/p>\n<p><em>New Scientist<\/em> approached several large bitcoin mining companies for comment on the proposed tax. Block Mining, Frontier Mining and HIVE Digital Technologies didn\u2019t respond, while TeraWulf declined to comment.<\/p>\n<p>But taxing the industry could have unintended consequences, says\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/alex-de-vries-a5b51349\/?originalSubdomain=nl\">Alex de Vries<\/a> at VU Amsterdam in the Netherlands. When China banned bitcoin mining in 2021, it led to companies <a href=\"https:\/\/www.newscientist.com\/article\/2284222-coal-powered-bitcoin-mining-soars-in-kazakhstan-following-chinese-ban\/\">moving their operations to countries like\u00a0Kazakhstan<\/a>, where fossil fuels including coal produce more than 90 per cent of the nation\u2019s electricity supply.<\/p>\n<p>\u201cIt probably wouldn\u2019t really solve anything,\u201d says de Vries, as mining operations are highly mobile and can be based anywhere, moving from country to country to find better regulatory environments or cheaper power. \u201cClimate change is a global problem and if you\u2019re moving emissions from one country to the next, if you make the power source worse, you\u2019re actually exacerbating the global problem.\u201d<\/p>\n<p>\u201cIdeally, you want to tackle this at a global level,\u201d says de Vries. \u201cYou want to cut down the emissions of these miners.\u201d De Vries has long advocated for bitcoin to follow the cryptocurrency Ethereum, which changed the way it operates, doing away with mining and <a href=\"https:\/\/www.newscientist.com\/article\/2369304-cryptocurrency-ethereum-has-slashed-its-energy-use-by-99-99-per-cent\/\">slashing its power consumption by 99.99 per cent<\/a>.
