Washington is trying to remake the global trading system to encourage countries to reduce their reliance on the Chinese economy, while also trying to limit the <a href=\"https:\/\/fortune.com\/2023\/09\/08\/china-us-tech-war-brewing-palantir-advisor-says\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">development<\/a> of the Chinese tech sector. Beijing is also trying to create <a href=\"https:\/\/www.ft.com\/content\/c51622e1-35c6-4ff8-9559-2350bfd2a5c1\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">an alternative economic system<\/a> that doesn\u2019t rely as heavily on the U.S., such as <a href=\"https:\/\/www.reuters.com\/markets\/currencies\/china-ramps-up-yuan-internationalisation-under-belt-road-initiative-2023-10-19\/\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">pushing<\/a> for greater use of the Yuan internationally.<\/p>\n<div class=\"paywall\">\n<p>Malaysia\u2019s prime minister doesn\u2019t want to choose. In a recent <a href=\"https:\/\/www.ft.com\/content\/929541ce-32fc-4f5f-9b9e-714b62f6e712\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">interview<\/a> with the <em>Financial Times, <\/em>Anwar Ibrahim condemned what he deemed rising \u201cChina-phobia\u201d in Western countries and asked why Malaysia would \u201cpick a quarrel\u201d with China, its largest trading partner.<\/p>\n<p>\u201cWhy must I be tied to one interest? I don\u2019t buy into this strong prejudice against China, this China-phobia,\u201d Anwar said in his interview with the <em>Financial Times.<\/em><\/p>\n<p>Malaysia, like many of its peers in Southeast Asia, often claims neutrality in the superpower rivalry between the U.S. and China. Anwar, in an interview with <em><a href=\"https:\/\/fortune.com\/2023\/08\/31\/malaysia-prime-minister-anwar-ibrahim-interview-elon-musk-economy-corruption\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Fortune<\/a><\/em> last year, said he was focused on ridding the country of corruption and developing Malaysia\u2019s economy to attract investments from both China and Western governments.<\/p>\n<p>Tesla is perhaps the <a href=\"https:\/\/fortune.com\/2023\/09\/01\/malaysia-prime-minister-anwar-ibrahim-elon-musk-tesla-spacex-investment-madani\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">most prominent<\/a> Western company to invest in Malaysia; the EV automaker established a regional headquarters in the Southeast Asian country last July. Yet other Western high-<a href=\"https:\/\/asia.nikkei.com\/Business\/Business-Spotlight\/Malaysia-aims-for-chip-comeback-as-Intel-Infineon-and-more-pile-in\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">tech companies<\/a>, like Micron, Intel and Infineon, are expanding their Malaysia presence, particularly in Penang, a hub for the testing and packaging in the semiconductor industry. <\/p>\n<p>Yet Anwar is openly courting Chinese money as well. The prime minister <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-30\/malaysia-s-anwar-urges-china-to-reenergize-belt-and-road-plan?sref=nfBouUGg\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">has praised<\/a> China\u2019s Belt and Road Initiative, and won a 170 billion Malaysian ringgit ($35.6 billion) <a href=\"https:\/\/www.reuters.com\/article\/malaysia-china-investment-idINL4N3671S2\/\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">investment commitment<\/a> from Beijing almost a year ago. Chinese automaker Geely will <a href=\"https:\/\/www.nst.com.my\/news\/nation\/2023\/07\/932134\/us10b-injection-geely-make-tg-malim-automotive-centre-biggest-region-pm\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">invest $10 billion<\/a> towards a still-in-development auto hub in the state of Perak. Anwar is also <a href=\"https:\/\/www.channelnewsasia.com\/asia\/malaysia-5g-anwar-muhyiddin-huawei-3955646\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">open to working<\/a> with Huawei, the U.S.-blacklisted Chinese tech company, to develop Malaysia\u2019s 5G network. (Washington <a href=\"https:\/\/www.nytimes.com\/2019\/03\/17\/us\/politics\/huawei-ban.html\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">has pressured<\/a> foreign governments to stop using Huawei technology, alleging it could facilitate Chinese espionage)<\/p>\n<p>Anwar\u2019s belief that geopolitics is \u201cnot a zero-sum game,\u201d which he expressed to <em><a href=\"https:\/\/fortune.com\/2023\/08\/31\/malaysia-prime-minister-anwar-ibrahim-interview-elon-musk-economy-corruption\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Fortune<\/a> <\/em>last August, appears to be prevalent in Southeast Asia. Governments in the region want to enjoy good relations with the U.S., yet must also preserve ties with China, often their largest trading partner. <\/p>\n<p>Indonesia, a former champion of the non-aligned movement, says it does not want to <a href=\"https:\/\/www.reuters.com\/article\/idUSKBN25Z1ZC\/\" target=\"_blank\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">get trapped<\/a> in a U.S.-China rivalry. Vietnam, more recently, is <a href=\"https:\/\/fortune.com\/asia\/2023\/12\/15\/indepedent-actor-vietnam-navigates-geopolitical-tensions-china-president-xi-jinping-visit-joe-biden\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">deploying<\/a> a flexible \u201cbamboo diplomacy\u201d to balance relations between the superpowers.
