Yes and no."},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/images.mktw.net\/im-18303289\" \/><\/p>\n<p>Investors, consumers and homeowners \u2014 and just about everyone in China \u2014 are making adjustments to what appears to be a \u201cnew normal\u201d of slow growth for an economy that had been white-hot for decades.<\/p>\n<p>Chengdu homeowner Zhong Weiyi, 58, worries whether his shrinking home value and pension will support the golden years he once envisioned.<\/p>\n<div>\n<p>The mass of Chinese youth who cannot find jobs \u2014 over 20% by most estimates \u2014 is more and more <a href=\"https:\/\/www.marketwatch.com\/articles\/chinas-consumers-are-still-holding-back-even-singles-day-deals-arent-helping-6d782e2d?mod=Searchresults&amp;mod=article_inline\" class=\"icon none\">reducing their discretionary spending<\/a> and making more purchases on secondhand or surplus-item platforms.<\/p>\n<p>\u201cIt\u2019s so easy to be fired these days,\u201d said Guo Qingfeng, an IT worker at a large tech firm in Zhongguancun, billed as Beijing\u2019s answer to Silicon Valley, in reference to the leverage companies have to hire and rehire because of the enormous labor pool.<\/p>\n<p>Surplus labor also gives employers the power to squeeze employees to work excessively long hours.<\/p>\n<div data-layout=\"inline&#10;                \" data-layout-mobile=\"\" class=\"&#10;          media-object&#10;          type-InsetPullQuote&#10;            inline&#10;    scope-web|mobileapps&#10;  article__inset&#10;          article__inset--type-InsetPullQuote&#10;            article__inset--inline&#10;  \">\n<p>          <!-- eventually when we know what this card will be we can change it and leave this one --><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span>Ten years ago, when a then\u2013newly appointed president, Xi Jinping, first used the phrase \u2018new normal\u2019 to refer to a slowing Chinese economy that would be reconfigured into a healthier model, Xi was both prescient and flatly wrong.<span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span>\n      <\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p>Guo said he\u2019s seen friends and faces disappear from the company over an unwillingness to work the so-called 996 schedule \u2014 9 a.m. to 9 p.m., six days a week. It\u2019s made him nervous for his own job security.<\/p>\n<p>\u201cPeople I know are <a href=\"https:\/\/www.marketwatch.com\/articles\/china-lunar-new-year-economy-consumer-spending-0a0bdb9b?mod=search_headline&amp;mod=article_inline\" class=\"icon none\">thinking more about whether they should buy things<\/a> that aren\u2019t absolutely necessary,\u201d he said. \u201cWe even formed a WeChat group called \u2018Second Hand\u2019 that shares links to goods on secondhand platforms and used-goods stores.\u201d<\/p>\n<p>Foreign investors are fleeing China, too, with the country reporting the <a href=\"https:\/\/www.wsj.com\/finance\/china-reports-smallest-foreign-investment-increase-in-over-two-decades-b5cdc103?mod=mktw&amp;mod=article_inline\" class=\"icon none\">smallest annual foreign direct investment since the 1990s<\/a> last year.<\/p>\n<p><strong>From the archives (January 2024):<\/strong> <a href=\"https:\/\/www.marketwatch.com\/story\/stock-investors-pile-into-china-equity-funds-in-worlds-most-enticing-contrarian-long-trade-f02d56a1?mod=search_headline&amp;mod=article_inline\" class=\"icon none\">Stock investors pile into China equity funds in \u2018world\u2019s most enticing contrarian\u2019 long trade<\/a><\/p>\n<p>While the failure of China\u2019s economy to rebound after the coronavirus pandemic and its continued lethargy are shocking to experts and laypeople alike, the slowdown is actually longer in the making.<\/p>\n<p>In fact, 10 years ago, a then\u2013newly appointed president, Xi Jinping, first used the phrase \u201cnew normal\u201d to refer to a Chinese economy that was set to slow but would, Xi suggested, be reconfigured into a healthier model.<\/p>\n<p>He spoke at length about the changes that were coming, and how the country needed to prepare. The comments <a href=\"http:\/\/www.china.org.cn\/world\/2014-11\/10\/content_34012582.htm?mod=article_inline\" class=\"icon none\">were spread widely<\/a> by state media, showing it was clearly a message the leadership wanted heard as widely as possible.<\/p>\n<p>While the economy may cool, China\u2019s quality of jobs and industry would be better, he said.<\/p>\n<p>\u201cWe must boost our confidence, adapt to the new-normal condition based on the characteristics of China\u2019s economic growth in the current phase and stay cool-minded,\u201d he said.<\/p>\n<p>Xi was both prescient and flatly wrong.<\/p>\n<p>China was indeed in store for slower growth. The economy began a gradual slowdown starting in 2009 after \u2014 not because of \u2014 the Great Financial Crisis. It rebounded well from that turmoil, thanks to a half-trillion-dollar stimulus, but then began a gradual 10-year decline.<\/p>\n<p>The deceleration happened slowly, almost imperceptibly. The 10% growth in 2010 quietly inched its way down to 5.95% in 2019, even before the pandemic wreaked its havoc. The International Monetary Fund this month said China\u2019s growth rate could <a href=\"https:\/\/asia.nikkei.com\/Economy\/China-s-economy-is-headed-for-slower-growth-IMF-says#:~:text=Without%20a%20policy%20response%20ongrowth%20to%20the%203%25%20range.?mod=article_inline\" class=\"icon none\">sink to 3%<\/a> next year.<\/p>\n<p>But Xi\u2019s vision of reshaping the economy away from exports and infrastructure, and of taming a perilous property market while pivoting toward domestic consumption, has been an unequivocal failure.<\/p>\n<p>The economy is still manufacturing-focused, billions in stimulus funds are being poured into the most overinfrastructured country in the world, and <a href=\"https:\/\/www.marketwatch.com\/articles\/chinas-property-crisis-is-causing-pain-for-many-318efe30?mod=Searchresults&amp;mod=article_inline\" class=\"icon none\">the property crisis is as bad as ever<\/a>.<\/p>\n<p>But it is flaccid domestic demand \u2014 crippled by extraordinarily weak consumer confidence \u2014 that is most glaring in an economy Xi thought would be reignited by the pocketbooks of a billion consumers, experts said.<\/p>\n<p>This lack of spending not only hurts businesses and drags on the economy but means China must continue to rely on surging debt and unsustainably large trade surpluses to maintain activity.<\/p>\n<p>\u201cAttempts to turn the economy around by boosting confidence, whether through a rising stock market or stable housing prices, are mostly wishful thinking. They won\u2019t be enough to reignite healthy growth,\u201d said Beijing-based economist Michael Pettis, who advocates direct cash transfers to households, among other things.<\/p>\n<p>While wages grew steadily in the Xi era, consumption never took a prominent role in the economy. A weak social safety net only got weaker. The cost of raising a child to age 18 in China is now said to be <a href=\"https:\/\/www.cnn.com\/2024\/02\/22\/asia\/china-cost-of-raising-children-intl-hnk\/index.html\" target=\"_blank\" class=\"icon none\" rel=\"noopener\">6.3 times<\/a> the country\u2019s per capita gross domestic product, compared with roughly two times per capita GDP in Australia and four times in the U.S.<\/p>\n<p>And now the property market is falling and, with it, most average citizens\u2019 savings. The real-estate sector, which accounts for nearly 30% of China\u2019s GDP, <a href=\"https:\/\/www.marketwatch.com\/articles\/chinas-property-crisis-is-causing-pain-for-many-318efe30?mod=search_headline&amp;mod=article_inline\" class=\"icon none\">holds 70% of household wealth<\/a>.<\/p>\n<p>When asked if China\u2019s economy was now in its \u201cnew normal\u201d of slow growth, 50-year-old Li Jian, who runs a 3D printing company in Beijing, said, \u201cAbsolutely.\u201d<\/p>\n<p>\u201cI\u2019m old enough to have seen a gradual economic slowdown. But things were always still humming. Now, we\u2019ve reached some kind of tipping point. Things have stalled.
