Now, the White House is <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/02\/21\/fact-sheet-biden-harris-administration-announces-initiative-to-bolster-cybersecurity-of-u-s-ports\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">identifying<\/a> a new potential national security <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/u-s-to-invest-billions-to-replace-china-made-cranes-at-nations-ports-d451ef8f?mod=hp_lead_pos4\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">threat<\/a>: The more than 200 China-made ship-to-shore cranes in U.S. ports.<\/p>\n<div class=\"paywall\">\n<p>On Wednesday, the Biden administration <a href=\"https:\/\/www.cnbc.com\/2024\/02\/21\/biden-executive-order-on-port-cybersecurity-targets-china-made-cranes.html\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">issued<\/a> an executive order to gives the U.S. Coast Guard more authority to respond to malicious cyber activity in the U.S. marine transportation system and to mandate requirements on China-manufactured cranes at strategic seaports. <\/p>\n<p>Part of Washington\u2019s strategy is a $20 billion investment over the next five years to improve U.S. port infrastructure, including domestic crane production. The money will come from funds appropriated for the 2021 <a href=\"https:\/\/fortune.com\/2021\/07\/29\/explainer-infrastructure-bill-biden-congress-roads-bridges-clean-energy-railroads-public-transportation-internet-water-cybersecurity-airports-pollution-ports-evs-safe-streets\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">bipartisan infrastructure law<\/a> and the 2022 <a href=\"https:\/\/fortune.com\/2022\/08\/09\/how-will-inflation-reduction-act-impact-finances\/\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">Inflation Reduction Act<\/a>. <\/p>\n<p>These funds will support the U.S. subsidiary of the Japanese firm Mitsui to produce cranes domestically. It\u2019s the first time they\u2019ve been made in the U.S. for 30 years, according to officials.<\/p>\n<p>U.S. ports employ 31 million Americans and contribute $5.4 trillion to the economy, according to figures from the White House.<\/p>\n<p>Cranes from China \u201caccount for nearly 80% of cranes at U.S. ports,\u201d Rear Admiral John Vann, head of the U.S. Coast Guard Cyber Command, told reporters. These cranes can be controlled, serviced and programmed from remote locations, Vann said, making them vulnerable to exploitation. <\/p>\n<p>Concerns over China-made cranes have been <a href=\"https:\/\/www.wsj.com\/articles\/pentagon-sees-giant-cargo-cranes-as-possible-chinese-spying-tools-887c4ade\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">reportedly<\/a> been building among U.S. intelligence and national security officials for at least a year. Cranes from Shanghai Zhenhua Heavy Industries, a China-based manufacturer that\u2019s also known as ZPMC, attracted particular scrutiny. <\/p>\n<p>When asked about the issue last year, Chinese diplomats <a href=\"https:\/\/www.wsj.com\/articles\/pentagon-sees-giant-cargo-cranes-as-possible-chinese-spying-tools-887c4ade\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">dismissed the concerns<\/a> as a \u201cparanoia-driven\u201d drive to restrict trade. <\/p>\n<p>Wednesday\u2019s executive order comes just a few weeks after FBI director Christopher Wray <a href=\"https:\/\/www.npr.org\/2024\/01\/31\/1228153857\/wray-chinese-hackers-national-security\" target=\"_self\" rel=\"noopener\" class=\"sc-47dba8f0-0 iRbseu styledLinkColor \">warned<\/a> that Chinese hackers could target critical U.S. infrastructure to \u201cwreak havoc.\u201d <\/p>\n<p>The order to beef up security at U.S. ports comes amid wider geopolitical friction between Washington and Beijing.
